PURPOSE OF THE EOI:
As part of UNICEF’s continued support to the Government of Lesotho to improve learning environments in schools and particular, in response to Government of Lesotho’s efforts to ensure schools are safe as learners return from the COVID-19 epidemic break, UNICEF plans to improve handwashing infrastructure and behavior
This EOI solicits response from reputed NGOs and agencies with a proven track record of promoting Water Sanitation and Hygiene interventions– particularly WASH in Schools. The applications are requested from organizations with operational capability to implement emergency projects (about 3 months) in multiple districts in Lesotho. The organizations should have good working relationships with Ministry of Water (MOW) – particularly Department of Rural Water Supply and the Ministry of Education and Training (MOET).
SCOPE OF WORK:
Objective: Improving infrastructure and behavior related to hygiene (hand washing with soap and water) to significantly improve child health and learning outcomes. This is a critical component as part of the return-to-school plan for the COVID-19 epidemic.
Approach & Strategy:
- Eligible organizations will be expected to outline their approach to the work including the identification of schools, how they will work with MOW and MOET as well as details on the design and construction of handwashing stations. Organizations may consider joint applications and/or partnerships to strengthen capacity and reach. Key considerations include: Handwashing station should be permanent. The station should cater for a school (an average of 100 students). An ideal system should have 5-10 washing points.
- Your design should allow minimal supervision. Better if leg pedaled, to lessen contamination[1]. The design preferably should allow for manual, including rainwater harvesting and piped water feeding. Some schools have no pumped water system
- Ensure ecological restoration & environmental sustainability through promotion of rain water harvesting in schools
- Training students for the right usage of these facilities along with improvising their personal hygiene practices.
- Establish a mechanism for the school authorities to take care of the facility to facilitate a seamless exit from the school.
- You may need to do a quick needs assessment, if not already done
- Must have in-house capacity or have contacts for preparation of technical estimates & to carry out physical infrastructure related work
Scale of Work: The project is targeting 800 schools across Lesotho. We expect multiple NGOs and Implementing Agencies[2] to implement within a period of 3 months. Schools targeted will be already have been supplied with water tanks.
Duration of the Project: 3-6 months
Target Schools: 800 public schools across the country with no handwashing facilities
Outline / Format of the application: The application should be very brief, 4-5 pages and should be in below outline/ format.
- Brief on the organization – focus on the organizational skill sets relevant to the proposal and management structure
- Overview on previous work in the WASH Sector – particularly WASH in Schools
- Approach to implement the work: Designs (please attach); needs assessment (attach if already done); how you plan to implement
