Project Overview
SUN Joint Venture (SUN JV) is the Contractor for Contract LHDA No. 4020 for the construction of the Polihali Dam and Appurtenant Works under the Lesotho Highlands Water Project (LHWP) – Phase II.
The project site is located at the Polihali Dam, approximately 130 km north-east of Maseru and 20 km west of Mokhotlong (Coordinates: 28°51’50″E, 29°17’20″S).
Expression of Interest Opportunities
SUN JV invites suitably qualified enterprises to submit Expressions of Interest (EOIs) for the following work packages:
- Lot 1: Water Quality Monitoring
- Lot 2: General and Hazardous Waste Management Services
- Lot 3: Transportation*
- Lot 4: Site Security
- Lot 5: Temporary Works Engineering Services
- Lot 6: Lifeline and Rope Access Services
*For Lot 3 (Transportation), enterprises from the Project Area (Mokhotlong District) will be given priority, where practicable and reasonable, provided they successfully pass the EOI evaluation stage.
Eligible Applicants
Expressions of Interest are invited from:
- Lesotho National Enterprises (LNEs).
- RSA Black-Owned Enterprises (BOEs).
- RSA Enterprises.
Definitions
Lesotho National Enterprise (LNE)
A legal entity meeting the definition contained in the LHWP Phase II Agreement (August 2011, Article 1). For entities registered after August 2011, more than 75% of the shareholding must be held by Lesotho nationals.
RSA Black-Owned Enterprise (BOE)
An enterprise with more than 50.1% Black ownership and substantial Black management, in accordance with South African legislation.
RSA Enterprise
An enterprise operating and managed in South Africa, registered under South African legislation, subject to corporate income tax in South Africa, and having undertaken similar work for a significant period within the last ten (10) years.
EOI Submission Requirements
Applicants must submit a complete Expression of Interest in English and include the following:
- Detailed company profile, including ownership structure, registration details, and a valid Tax Clearance Certificate.
- Evidence of relevant experience and similar completed projects.
- Audited financial statements for the past five (5) years.
- Details of available resources, equipment, and financial capacity.
- Copies of relevant government registrations, licences, and certifications.
- Any additional information considered relevant in support of the application.

Submission Instructions

Closing Date
31 July 2026
Late submissions received after the closing date will not be considered.
Next Stage
Only enterprises that successfully pass the Expression of Interest evaluation will receive the full set of Tender Documents, detailing the scope of work.
