Assignment Title: Development of Web-Based Project Management Information System (MIS) and Website

Background
The Ministry of Agriculture, Food Security and Nutrition has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of the Wool and Mohair Value Chain Competitiveness Project (WaMCoP) and intends to apply part of the proceeds for the recruitment of consulting services.
The consulting services include:
- Development of a website and a comprehensive Management Information System (MIS) for WaMCoP.
- Integration of GIS capabilities and linkage to mobile data collection apps (e.g., KOBO) for real-time field data capture.
- Providing project monitoring and evaluation tools to support decision-making.
Scope of Services
- Develop a comprehensive and interactive MIS integrated with GIS.
- Link MIS to mobile data collection applications for real-time data capture.
- Ensure the system supports project monitoring and evaluation for effective decision-making.
Eligibility and Requirements
Interested consulting firms must provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

Consultants may associate with other firms in the form of a joint venture or sub-consultancy to enhance their qualifications.
Important Notes
- Consultants must comply with IFAD’s Anti-Money Laundering and Countering the Financing of Terrorism Policy, Policy on Preventing Fraud and Corruption, and Policy on Preventing and Responding to Sexual Harassment, Sexual Exploitation and Abuse (SEA).
- Consultants must disclose any actual, potential, or perceived conflict of interest. Failure to disclose may lead to disqualification or contract termination.
- Government employees cannot be proposed unless they meet IFAD’s conflict of interest provisions and provide required certifications.
Selection Method
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in IFAD’s Project Procurement Handbook (available at www.ifad.org/project-procurement).
