(INDIVIDUAL CONSULTANT – DEVELOPMENT OF CORPORATE GOVERNANCE MANUAL AND BOARD CHARTER)

Project Title: Strengthening of Institutional Governance Framework

- The Radiation Protection Agency (RPA), a body corporate established under the RPA Act of 2018, intends to engage the services of a qualified individual consultant to develop a Corporate Manual Governance with Board Charter. This initiative forms part of the Agency’s governance strengthening and institutional development programme, aimed at enhancing operational efficiency, accountability, and transparency.
- The objective is to engage a suitably qualified individual consultant to prepare a comprehensive Corporate Manual that defines organizational policies, governance procedures, and administrative guidelines, together with a Board Charter that outlines the roles, responsibilities, and functions of the Board and its Committees.
- The services included under this assignment include:
a. Review of existing governance and administrative instruments within the Agency.
b. Development of a Corporate Manual covering governance, human resources, financial management, procurement, and compliance procedures.
c. Drafting of a Board Charter that defines the Board’s structure, mandate, authority, responsibilities, and performance evaluation mechanisms.
d. Presentation of the draft Corporate Manual and Board Charter to management and the Board for validation and approval.
e. Finalization of documents incorporating feedback and submission of the final approved versions. The Radiation Protection Agency now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information demonstrating that they are qualified and have the relevant experience to perform the assignment (detailed CV, description of similar assignments, and references). - Eligibility Criteria and Selection Procedure:
The selection of the individual consultant will follow the procedures set out in the Lesotho Public Procurement Act (2023) or any other applicable procurement guidelines. - Submission of Expressions of Interest:
