Background
The Lesotho Tourism Development Corporation (LTDC) facilitates the development of tourism destination areas to ensure quality and memorable visitor experiences. As part of its tourism product development strategy, LTDC is re-advertising an opportunity for the development and management of Thaba-Chitja Island Holiday Resort.
Thaba-Chitja Island is located within the Mohale Dam in the Maseru District, and is a key tourism destination within the Lesotho Highlands Water Project (LHWP) area. The island is popular among adventure and cultural tourists for activities such as dam tours, biking, boat cruises, and picnicking.
Previously constructed chalets on the island were destroyed by fire and have since been left unattended. LTDC recognizes the growing demand for high-end accommodation in the area and seeks to transform the island into a 5-star up-market resort.
Project Vision
The proposed development will cover approximately 526,927.83 m² at coordinates -29.431193, 28.090058, and should include:
Minimum Requirements
- 5-Star Green Accommodation Facility
- At least 20 chalets with 40 guestrooms
- Presidential, honeymoon, executive suites, and standard rooms
- Up-market Restaurant
- Multi-purpose Room
- For meetings, weddings, and events
- Boating Jetty and Helipad
- Additional Facilities
- Enhancements based on the rich biodiversity of the catchment area are encouraged
Selection Process
The Expression of Interest (EOI) will follow a three-stage process:
- Presentation of Business Concepts to an Adjudication Panel
- Issuance of RFP by LTDC for detailed proposals and shortlisting of top 3 bidders
- Selection and Negotiation with the preferred bidder
Submission Requirements
Interested bidders must submit the following documents:
- Letter of Expression of Interest
- Company Profile
- Certificate of Incorporation and Company Extract
- Proof of experience in developing and managing similar facilities
- Business Concept for Thaba-Chitja Island Holiday Resort
- Proposal on community engagement and tourism SME support
- Proof of financial capacity to support the proposed concept
Note: The bidder shall finance and manage the project at their own cost.
