1. Project Description

The Government of Lesotho is seeking expressions of interest from accomplished construction companies to undertake the Design, Build, Finance, Operate and Maintenance, Testing and Commissioning responsibilities for a 30‑day Strategic Fuel Storage Facility at Maqhaka in Berea, Lesotho. This project is critical to ensuring security of fuel supply.

The facility encompasses eleven (11) bulk storage tanks, together with loading and offloading pumps, valve chambers, fire systems, control systems, effluent handling systems, truck loading and offloading gantries, administrative, security and MCC building complexes, as well as access roads.

The eleven (11) bulk storage tanks are of the following capacities:

  • Four (4) 2,730 m³ tanks for the storage of petrol (ULP 93 & 95)
  • Four (4) 3,650 m³ tanks for the storage of diesel (50 ppm)
  • Three (3) 930 m³ tanks for the storage of illuminated paraffin (IP)

The assignment includes completing the Engineering, Procurement, Construction and Commissioning of the Strategic Fuel Storage Facility in accordance with internationally accepted standards (e.g. SANS) and relevant international standards (ISO, API, IEC, etc.) to ensure sufficient operation.


2. Scope of Services

The services required under this assignment include:

  1. Completion of the Strategic Fuel Storage Facility, including testing and commissioning, in accordance with internationally accepted and relevant standards to ensure sufficient operation.
  2. Detailing the ownership representation ensuring involvement of the State.
  3. Providing a detailed financing structure, including funding sources, a clear risk‑sharing plan and allocation among project stakeholders.
  4. Demonstrating expertise in procurement of petroleum products for the State.
  5. Elaborating how petroleum products will be procured without alienating existing players and avoiding the creation of monopolies.
  6. Proposing how other interested groups may participate.
  7. Proposing how products will be procured from the international market.
  8. Proposing the operating and maintenance model.

The Ministry of Energy invites suitably qualified construction companies to submit an expression of interest. Companies may form joint ventures to enhance their chances of qualification.


3. EOI Submission Requirements

Submissions must include the following:

  1. Company overview or company profile.
  2. Track record demonstrating experience in large‑scale DBFOM projects, ideally within the energy sector.
  3. Client reference list of at least three (3) clients for whom similar work has been implemented.
  4. Project organogram illustrating the roles of each team member.
  5. CVs and qualifications of each proposed team member.
  6. Demonstration of financial stability and ability to secure project financing.
  7. Audited financial statements for the past five (5) years.
  8. Company registration documents, Valid Tax Clearance Certificate (TCC), and a comfort letter from a reputable bank.
  9. Description of the company’s quality assurance policies and procedures.
  10. Additional certifications and procedures applicable to performing the services.
