1. Background
SUN Joint Venture has been awarded the contract for the Construction of Polihali Dam and Appurtenant Works (Contract LHDA No. 4020) under the Lesotho Highlands Water Project – Phase II. Part of the contract proceeds will be used for payments under the following items:

3. Submission Instructions
- Interested companies should submit a complete set of Expression of Interest documents in English.
- Quantities may be increased or reduced at the contractor’s discretion.

- Only successful applicants will be contacted by 30 September 2025.
4. Eligibility
SUN JV will consider submissions from:
- Lesotho National Enterprises: Entities meeting the definition in the LHWP Phase II Agreement (August 2011, Article 1), with >75% Lesotho national shareholding for entities registered after August 2011.
- RSA Black-Owned Enterprises: Black Owned Enterprises (BOEs) as per South African legislation (>50.1% Black ownership and substantial Black management).
- RSA Enterprises: Entities resident, operating, and managed in South Africa, registered and compliant with South African legislation.
5. Required Documents
- Company Extract (Lesotho) or Company Registration (CK for SA)
- Original valid Tax Clearance Certificate
- Trader’s License (Lesotho Enterprises)
- BBBEE Certificate (South African Enterprises only)
- ID documents of directors
- Brief description of similar projects executed and completed, with references
- Audited financial reports
