LESOTHO HIGHLANDS WATER PROJECT – PHASE II
Contract LHDA No. 4020: Construction of Polihali Dam and Appurtenant Works

1. Background
SUN Joint Venture (SUN JV) has been awarded Contract LHDA No. 4020 by the Lesotho Highlands Water Project – Phase II for the Construction of Polihali Dam and Appurtenant Works. SUN JV intends to apply part of the proceeds of this contract toward payments under the following sub‑contracted lots:
2. Scope of Works
Lot 1: Removal, Transportation, and Disposal of Metal Scrap
- Description: Removal, loading, transportation, and disposal of ferrous and non‑ferrous metal scrap from the SUN JV site
- Unit: Tonne
- Quantity: 2,000 tonnes
- Remarks: Interested parties should email SUN JV to receive detailed information
- Payment Terms: Payment for goods before collection
Lot 2: Inspection of Hoisting Tools, Lifting Equipment, and Load Testing
- Inspection Frequency:
- 3‑monthly inspection
- 6‑monthly inspection
- Load testing once per year (as per legal requirements)
- Equipment (indicative):
- Mobile Cranes × 4
- Crane Trucks × 4
- Forklifts × 2
- Telehandler × 1
- Overhead Cranes × 3
- Etc.
- Remarks: Interested parties should email SUN JV to receive detailed information
- Payment Terms: No advance payment
Note: The Contractor reserves the right to increase or reduce quantities.
3. Submission Instructions

Late submissions will not be accepted.
EOIs must be clearly marked:
“Expression of Interest for Phase II, Contract LHDA No. 4020 for Construction of Polihali Dam and Appurtenant Works – Sub‑Contracted Works”
The submission must clearly indicate the Lot(s) the company is applying for.
If not contacted by 25 May 2026, please regard the application as unsuccessful.
SUN JV will consider submissions from:
- Lesotho National Enterprises
- South African National Enterprises
4. Eligibility and Compliance Requirements
Definitions and eligibility criteria apply as per the LHWP Phase II Agreement (August 2011).
Minimum Documentation Required: i. Company Extract (Lesotho enterprises)
ii. Company Registration (CK document for South Africa)
iii. Original valid Tax Clearance Certificate
iv. Trader’s License (Lesotho enterprises)
v. BBBEE Certificate (South African enterprises only)
vi. ID documents of Directors
vii. Brief description of similar completed projects with references
viii. Audited Financial Reports
5. Qualification Requirements
Lot 1: Metal Scrap Removal & Disposal
Interested companies must comply with:
- Lesotho Environmental Act, 2008
- South Africa National Environmental Management: Waste Act (No. 59 of 2008)
- Other applicable environmental legislation
Additional requirements include:
- Ownership of a licensed, roadworthy truck (minimum 3‑ton) (proof required), or a signed lease agreement
- Valid vehicle licence disc
- Valid Waste Transporter Certificate authorising transport of ferrous and non‑ferrous scrap
- Valid agreement with a registered disposal facility (if disposal is in South Africa)
- Provision of safe disposal certificates detailing quantities removed
- Provision of appropriate PPE for employees
- Submission of a Health & Safety File compliant with site requirements
Lot 2: Lifting Equipment Inspection
Service providers must:
- Be a registered LME (Lifting Machinery Entity) with the Department of Labour and Employment
- Appoint ECSA‑approved Lifting Machinery Inspectors (LMI)
- Provide ECSA certificates per scope of work
- Indicate approved scope(s):
- Forklift
- Overhead Crane
- Mobile Crane
- Tower Crane
- Gantry Cranes
- Lifting Tackle
Required documentation includes:
- LME registration number
- Department of Labour certificate/letter
- Date of registration
- LMI appointment letters from ECSA
- Scope(s) of approval
6. Project Location
All supplies and services shall be performed at:
Polihali Dam Site, Malingoaneng, Mokhotlong, Lesotho
