Construction of Polihali Dam and Appurtenant Works

Background
- SUN Joint Venture (SUN JV) is the Contractor for the Contract: LHDA No. 4020 for Construction of Polihali Dam and Appurtenant Works – Lesotho Highlands Water Project (LHWP) – Phase II.
- The Polihali Dam site is located approximately 130 km north-east of Maseru and 20 km west of Mokhotlong at coordinates 28° 51′ 50″ E and 29° 17′ 20″ S.
Scope of Work
- SUN JV intends to procure suitably qualified enterprises for the following works under the Contract:
- Lot 7 – Concrete and Reinforcement Works at Spillway or Other Locations
- Lot 8 – Civil Infrastructure Works for Seismic Stations
Eligibility
- SUN JV hereby invites the following enterprises to submit their complete EOI documents:
- Lot 7 – RSA Black-Owned Enterprises only; and
- Lot 8 – Lesotho Nationals Enterprises (Project Area) only.
“Lesotho National Enterprise” shall be any legal entity meeting the definition given in the LHWP Phase II Agreement of August 2011, Article 1, provided that for any entity registered after August 2011, more than 75% shareholding is by Lesotho Nationals.
“Project Area” means the area defined by Mokhotlong District.
“RSA Black-Owned Enterprises” shall be Black-Owned Enterprises (BOEs) in terms of South African legislation (>50.1% Black ownership and substantial Black management).
“RSA Enterprises” shall be those residents, operating and managed in the Republic of South Africa, registered in South Africa in terms of the South African legislation and subjected to corporate income tax in South Africa; where operating means carrying out work of a similar nature for a significant period with the last 10 years.
- Interested enterprises shall submit complete sets of EOI in English in softcopy to the following email address: [email protected]
EOI Documents
- The EOI documents shall include the minimum of the following:
- Detailed company profile (enterprise ownership, registration details, valid Tax Clearance Certificate, etc.).
- Demonstrate relevant experience and/or similar, previously executed works.
- Audited financial reports for the last 5 years.
- Details of available resources, equipment and financial capacity.
- Copies of relevant government and/or authorities’ registrations, licences, and certifications.
- Any additional information deemed relevant to support the EOI.

Submission Instructions
- The closing date for submission of EOI documents is 10 August 2026. The submission shall be captioned as follows:

Closing Date
- EOI documents received after 10 August 2026 will not be considered.
Evaluation
- Enterprises passing the EOI evaluation stage shall be issued with a full set of Tender Documents, which shall detail the scope of works.
Important Notice
- Please consider your EOI as unsuccessful if you do not receive the Tender Documents by 17 August 2026.
