Client Representation for Construction of Disaster Recovery Site & Recreational Facilities
Project Background
The Central Bank of Lesotho (CBL) is the apex financial institution responsible for monetary policy, financial stability, and the oversight of national payment systems. In fulfilment of this mandate, the Bank requires a resilient, geographically redundant Disaster Recovery Site to ensure business continuity and the protection of national financial systems in the event of a catastrophic failure at its primary site.
The proposed development will be located at Lihaseng, Thaba-Bosiu, and will comprise two distinct but interconnected components:
- Disaster Recovery Site.
- Ancillary facilities, including conferencing, sporting, and recreational facilities requiring substantial structural infrastructure.
The project is currently in its infancy, and a formal feasibility study has not yet been conducted. There is therefore a need for preparatory work, including strategic planning, site assessment, demand analysis, and financial modelling, to determine the project’s feasibility before proceeding to the design and construction phases.
To this end, the Bank seeks ongoing strategic advisory and management services to support the feasibility, site assessment, and business case development phases.
Objective of the Assignment
The Bank seeks to engage a highly qualified Client Representative (Individual Consultant) to act as an extension of the Bank’s internal team.
The Client Representative will provide advisory, management, and technical oversight services, ensuring that project risks are mitigated prior to the commitment of capital expenditure.
The assignment shall be on a full-time engagement basis during the preparatory stages and will transition to a retainer basis during project implementation.
Invitation
The Central Bank of Lesotho now invites eligible individual consultants to indicate their interest in providing the required services.
Interested consultants should provide information demonstrating that they possess the qualifications and relevant experience necessary to perform the assignment.
Shortlisting Criteria
a. Relevance and suitability of the applicant’s core business area to the subject assignment, including the number of active years in business or the consulting industry.
b. The applicant’s overall institutional, managerial, and technical competence and capability, including financial strength, institutional quality management systems, and a proven track record in the built environment sector. Engineering services experience will be considered desirable.
c. At least ten (10) years of relevant experience in building infrastructure design and supervision, with successful delivery of at least five (5) assignments of similar complexity and nature.
Applicants must provide relevant completion certificates and/or letters of recommendation from previous clients.
