Lesotho Renewable Energy and Energy Access Project (LREEAP) Environmental Specialist in the Strategy, Planning and Projects Division

Lesotho Electricity Company (PTY) Ltd hereby invites suitably qualified Lesotho Nationals for the above-mentioned position on a three (3) year contract. The incumbent will be responsible to the Project Manager LREEAP. The position is tenable in Maseru, within the LREEAP.

  1. QUALIFICATIONS

Degree in Environmental Management or Environmental Sciences with at least 10 years’ experience

OR

A Master’s degree in Environmental Management or Environmental Sciences with at least 7 years’ experience

  1. EXPERIENCE & OTHER REQUIREMENTS

Experience:

i. Significant experience in the implementation of similar projects especially funded by the International Financial Institutions such as the World Bank;
ii. Proven experience in operationalizing environmental and Environmental standards, Environmental safeguard policies of major donor agencies, in particular, the World Bank’s Operational Policy OP4.01 on Environmental assessments;
iii. Demonstrable experience in the environmental field and in managing complex teams and/or projects; conducting environmental impact assessments.
iii. Field experience highly desirable;
iv. Proficiency in Microsoft Office applications;
v. Must possess a valid driver’s license with at least 5 years driving experience

v. Ability to establish, build and sustain effective relationships within the PCU, PTU and external stakeholders;
vi. Skilled in organising and prioritising work schedule to meet deadlines;
vii. Demonstrate openness in sharing information and keeping people informed;
viii. An ability to work effectively, take initiative and deliver results, even under pressure;
ix. Ability to think strategically and conduct dialogue on environmental management priorities, while maintaining a strong sense of realism with regard to Lesotho conditions and competing demands for resources.

KEY PERFORMANCE AREAS

Among others, the incumbent will be responsible for performing the following:

a) Develop terms of reference for Environmental assessment and monitoring plans required to inform the project during preparation and implementation;
b) Oversee the management and monitoring of all Environmental programs under the project, including related Project Coordination Unit (PCU) and the Project Technical Unit (PTU) staff and consultations thereof.
c) Supervise consultants working on Environmental assessments and implementation within the Project;
d) Identify stakeholders, sources of baseline data and documentation relevant to the project;
e) Ensure that technical proposals, contracts and implementation conforms to the National and World Bank Environmental safeguards and guidelines;
l) Assist in land acquisition and the necessary consultations and documentation for effective and efficient project implementation;
g) Provide comprehensive support to consultants engaged to undertake the ESIAs and environmental safeguards;
h) Review draft ESIAs to ascertain compliance to all the National laws, the World Bank safeguards including the Environment and Social Management Framework (ESMF);
i) Liaise with the Department of Environment to obtain the record of decision for LEC projects.
j) Distribute ESMPs to all engaged Contractors and Consultants for implementation;
n) Work closely with the project Social Specialist to ensure inclusion and review of the Environmental and Social aspects in the Environment and Social Impact Assessment (ESIA) as well as the site-specific Environmental and Social Management Plans (ESMPs) in line with the National Laws and the World Bank safeguards;
p) Takes responsibility for project inclusion of vulnerable households as well as gender perspectives to ensure equal participation and benefit distribution;
m) Oversee orientation and training of contractor’s employees engaged in the project to ensure that environmental mitigation measures are fully understood;
n) Work closely with the project Social Specialist to ensure inclusion and review of the Environmental and Social aspects in the Environment and Social Impact Assessment (ESIA) as well as the site-specific Environmental and Social Management Plans (ESMPs) in line with the National Laws and the World Bank safeguards;
o) Work closely with all the Regional Managers, Area Managers and relevant LEC employees on Environmental issues of the project;
p) Takes responsibility for project inclusion of vulnerable households as well as gender perspectives to ensure equal participation and benefit distribution;
q) Facilitate the engagement of major stakeholders in the Environmental and sustainable development decisions making, their access to and sharing of information for effective compliance with Environmental safeguard measures in the context of intra and inter-generational equity;
r) Produce project completion/closure/compliance reports;
s) Undertake other assignments as provided by the Project Manager.
