Description of the Assignment:
The assignment is for an Environmental Safeguards and Social Risks Specialist under the project titled “Integrated Watershed Management for Improved Agro-Pastoral Livelihoods in the Sebapala Sub-Catchment” in Quthing District, Lesotho. The project is implemented by the Ministry of Environment and Forestry with support from the Government of Lesotho, GEF, and UNDP.
The specialist will ensure that the project adheres to UNDP’s Social and Environmental Standards (SES), aiming to:
- Strengthen programming quality
- Maximize social and environmental benefits
- Avoid or mitigate adverse impacts
- Enhance stakeholder engagement and grievance mechanisms
The consultant will be responsible for:
- Policy Review & Analysis
- Review domestic and international ESS policies and standards
- Assess their applicability to the project
- Development of Tools & Frameworks
- Develop Environmental and Social Risks guidelines and operational manuals
- Create a costed social risk analysis and management framework
- Update or develop the Environmental and Social Management Framework (ESMF)
- Capacity Building
- Train and mentor project safeguard focal persons and implementing partners
- Implementation Support
- Facilitate the implementation of safeguards
- Design and manage a monitoring and reporting system for ESS
- Complete UNDP SESP procedures
- Reporting
- Deliver inception, draft, and final reports
- Provide a costed plan for ESS implementation and M&E
Period of assignment : 24 days over 3 months
