LESOTHO LOWLANDS WATER DEVELOPMENT PROJECT III
VACANCY FOR THE POSITION OF ENVIRONMENTAL MANAGEMENT SPECIALIST
The Lesotho Lowlands Water Development Project Phase III (LLWDP III) invites applications from suitably qualified Lesotho nationals for the position of Environmental Management Specialist.
1. Objective of the Assignment
The Environmental Management Specialist will be engaged in the PIU to manage all environmental management aspects under the Project, in particular undertaking implementation, reporting and monitoring of environmental assessments to ensure highest standard of quality in environmental protection and mitigation activities.
He/She will achieve this objective through working closely with LLWDSP III Community Liaison Officers.
2. Roles and Responsibilities
- Develop terms of reference for Environmental assessment and monitoring plans required to inform the project during preparation and implementation
- Undertake review of all environmental assessments to ascertain quality of the product and the accuracy of data and presented facts, and compliance to all the National laws, and the Project Financiers’ guidelines
- Distribute ESMPs to all engaged Contractors and Consultants for compliant implementation thereof
- Develop and update monitoring tools to supervise implementation of ESMPs
- Oversee orientation and training of contractor’s employees engaged in the project to ensure that environmental mitigation measures are fully comprehended and adhered to
- Engage with stakeholders on development, implementation and monitoring of Environmental instruments that include ESIAs, ESMPs, Environmental Flow Management Plans (EFMPs), Integrated Catchment Management Plans (ICMPs), Cultural Resources Management Plans (CRMPs) etc.
- Undertake training on Environmental, Health and Safety issues for staff at all levels and other implementing agencies
- Facilitate planning, implementation and monitoring of the Sanitation Services Improvement Component aimed at providing support to strengthening Water, Sanitation and Hygiene (WASH) service delivery
- Promote reforestation and catchment management activities empowering communities to get involved in these activities during and after project implementation
- Ensure that all project activities comply with national environmental legislation, permit requirements and the AfDB Integrated Safeguards System (ISS)
- Screen project sub-components for environmental and social risks and ensure the correct categorization under AfDB and national systems
3. Qualifications and Experience
Qualifications
- Bachelor’s degree (minimum) in Environmental Science, Natural Resources Management, or related field; master’s degree preferred
Experience
- At least 5 years of relevant professional experience in environmental management of infrastructure, water, and sanitation projects
- Proven knowledge of AfDB ISS or other IFI safeguards (e.g., World Bank ESF, IFC PS)
- Familiarity with Lesotho’s environmental legislation and permitting requirements
- Strong experience in ESIA/ESMP preparation, implementation and Health and Safety management
- Demonstrated capacity in monitoring contractors and supervising safeguards compliance
- Excellent communication, facilitation, and report-writing skills

5. Deliverables
Reporting and Documentation
- Prepare periodic E&S implementation reports for submission to the PIU Project Manager and Financiers
- Document lessons learned and good practices for future rural water and sanitation projects
- Ensure accurate record keeping of E&S documentation (permits, inspections, grievances, monitoring data)
- Prepare and submit Annual work programme for Environmental activities and produce periodic (monthly, quarterly and annual) reports on activities undertaken by Environment Office (EO) to inform management and to track progress for accountability and performance monitoring
6. Duration
The duration of the assignment is THREE (3) YEARS with performance reviewed annually.
