for the following position tenable in the Ministry of Environment and Forestry:
Position: Environment Officer
Department: Environment
Division: Pollution Control
Grade: G
Responsible To: Senior Environment Officer (Pollution Control)
Duty Station: Maseru
JOB SUMMARY
The Environment Officer shall report to the Senior Environment Officer (Pollution Control) and is responsible for executing and overseeing pollution control activities, monitoring environmental risks, and ensuring compliance with environmental laws and standards.
MAIN DUTIES
- Execute programmes designed or prepared to control or minimize environmental pollution
- Ensure compliance with set standards and relevant sections of the Environmental Act 2008
- Monitor activities likely to cause significant environmental pollution
- Conduct awareness campaigns related to environmental pollution
- Develop project proposals addressing pollution control issues
- Perform other relevant duties as assigned from time to time
JOB SPECIFICATION
Education and Experience
- Master’s Degree in Environmental/Public Health Engineering or Environmental Science with at least 2 years of relevant work experience
OR - Bachelor’s Degree in Environmental/Public Health Engineering or Environmental Science with at least 5 years of relevant work experience
KEY COMPETENCIES
- Ability to analyse pollution-related problems and recommend innovative, remedial measures
- Strong written and verbal communication skills
- Ability to work under pressure and engage in effective negotiation
- Proficiency in computer applications
RESPONSIBILITY
1. Supervision
Interprets environmental trends and advises management on proactive pollution control measures
2. Property
Responsible for the safekeeping and maintenance of environmental monitoring equipment
3. Effect of Errors
Ensures that environmental monitoring programmes are carried out effectively and without negligence
COMPLEXITY
1. Authority for Decision-Making
Entrusted with the authority to make technical decisions with minimal supervision
2. Problem Solving
Must demonstrate strong analytical and problem-solving skills in complex environmental situations
3. Dexterity
Expected to apply deep technical knowledge and hands-on experience in pollution control
4. Contacts
- Engages with professionals at both intra- and inter-ministerial levels
- Interacts with members of the public
- Liaises with international communities on the implementation of multilateral environmental agreements
EFFORT
1. Mental Effort
Involves intensive review of technical reports and studies requiring deep concentration
2. Physical Effort
Duties include rigorous field work that demands good physical fitness
3. Emotional Effort
Expected to manage interactions with a wide range of stakeholders while maintaining professionalism and patience
WORKING CONDITIONS
1. Unfavourable Conditions
May be required to work beyond normal hours, including weekends and public holidays
2. Hazards
- Risk of confrontation during enforcement against polluters
- Exposure to potentially hazardous conditions during industrial inspections or disaster response
