Shaping a stronger Oxfam for people living in poverty.
Job Purpose
To form part of the Oxfam team assessing, analysing and responding to the Food Security & Livelihood requirements of an emergency or crisis. EFSVL Officers work within the EFSVL section of the programme team, often leading a small team of EFSVL assistants, to ensure the quality implementation and monitoring of Oxfam and partner projects within a designated area of responsibility. Key work tasks include team planning and management, conducting assessments, directly managing relief projects, supervise and spot checking ongoing works, engage and coordinating with communities, and contributing to project design and strategy. Officers are also required to pragmatically approach and resolve issues in the field, ensure the effective and regular documentation of activities, and work closely with other sector and operations teams to ensure information sharing and efficient use of resources.
KEY RESPONSIBILITIES:
- Manage, organize and carries out, within delegated areas of responsibility, the daily implementation of Emergency Food Security and Vulnerable Livelihoods relief, early recovery and resilience activities;, Ensure regular and complete reporting of the activities carried out to the TL
- Provide technical support to partners agencies in the implementation through technical support in critical phases, ensuring that minimum standards are applied, regular and correct monitoring is carried out and provide timely reporting support; Ensure that activities are implemented in a productive, collaborative, and accountable manner.
- Ensure that Oxfam and Partner activities are always done through wide Community Engagement, ensuring wide consultation and inclusion of Women, Men, Boys and Girls, Disabled and Minorities in to community implementation planning and decisions; Ensure that all consultations, meetings and participation events are properly documented;
- Support EFSVL assessments through leading surveys, focus group discussions, and other forms of data collection in the field and supports MEAL regular monitoring activities, especially baselines/end line surveys and post activity monitoring.
- Ensure that necessary field information, feedbacks form project stakeholders and beneficiaries are reported timely to the management lines;
- With support from the EFSVL Team Leader, contribute to programme quality improvement appropriate methodology, budget estimates for activities, and support accurate reporting of activities (use existing reporting system and platforms)
- Represent Oxfam, in coordination with the TL, at District, Locality and Community level on EFSVL activities; develop and maintain the coordination with local authorities and community groups with a problem solving approach.
- Provides that EFSVL field teams, both Oxfam and Partners, promote and inform beneficiaries and their communities on the Complaint and Feedback mechanisms in place and ensure that they are functional.
- Ensure that Safe programming and Gender mainstreaming guidelines are incorporated and followed during EFSVL activities, continuous coordination with PROTECTION, GENDER and SAFEGUARDING teams is a must;

- Contribute to the EFSVL monitoring emergency food security and livelihoods context, identification of needs, and finalisation of projects to address these needs.
- Line manages EFSVL assistants as required and ensures learning, development and capacity building needs are met. Create a positive team work environment, ensure a good integration among different sector teams;
- Prepare plans of field activities and identify resource needs in coordination with the EFSVL Team Leader and other Oxfam teams to ensure that financial, logistical, and project resources are utilised efficiently.
- Maintain close coordination and communication with other EFSVL team members, participate in training and capacity building initiatives and seek to turn learning into improved practice.
SKILLS AND COMPETENCE:
- Degree in social sciences, agriculture, economics and business, or other discipline relating to food security and livelihoods. Proven Experience managing food security/livelihoods programmes may integrate formal qualifications.
- Three to five years experience in food security, livelihoods and community mobilisation work.
- Demonstrated technical knowledge in one or more of Oxfam’s core thematic areas for EFSVL; including cash transfer programmes, agricultural, and food security assistance.
- Experience in conducting food security and livelihoods assessment and data analysis, and capacity to contribute to response analysis and overall programme design discussions.
- Demonstrated understanding of gender mainstreaming including the ability to analyse gender dynamics in an EFSVL project and incorporate gender issues into all key responsibilities;
- Sensitivity, diplomacy and tact, together with the ability to calmly and creatively resolve issues under pressure. Able to work within and with culturally diverse teams, able to positively interact with diverse people, capable of assertive negotiation;
- Attention to detail and good organisational and administrative skills, including the ability to present concise reports, sometimes a short notice, reflecting the problems and possible solutions for particular situations.
- Excellent interpersonal and communication skills and the ability to effectively manage and demonstrate leadership within a diverse and multi-cultural team.
- Proven ability to be flexible in demanding solutions, including the willingness to travel (in sometimes challenging environments) at short notice over the course of the role.
- Clear understanding of, and commitment to, the aims and objectives of Oxfam and humanitarian protection standards and Oxfam Codes of Conduct, the Sphere Minimum Standards, gender, equity and diversity principles.
- Strong oral and written communication ability in English and relevant local language, and computer literacy.
- A mature and professional attitude and approach. Capacity to build and maintain relationships with diverse stakeholders including government officials, external agencies, and community representatives.
Desirable:
- Previous working experience, particularly at field implementation level, with Oxfam, other INGO or relevant agency is a plus;
- In depth knowledge of specific key EFSVL related tools and methods such as the EMMA, HEA, and Sustainable Livelihoods Approaches, especially relating to market assessment and market-based programming.
- Experience in emergency relief programmes or early recovery work, particularly areas within the food security and livelihoods sector.
- Working Knowledge of English, Knowledge of Local languages spoken in Sofala Province;
- Sense of Humour;
