Palladium is currently seeking an Economist, South Africa to support implementation of the Translating Data for Implementation (Data.FI) award in South Africa. Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of HIV epidemiologic and program data to inform management responses to gaps in HIV and AIDS programming and sustain impact by supporting local partner transition.
The successful candidate will work with local and international Palladium staff and consultants to support the NDOH as it explores implementation of NHI in Phase II, including options to address HIV service delivery as NHI rolls out, and potential payment modalities and funding arrangements that may entail.This position is based in Pretoria, South Africa.

The postholder will be based in Pretoria, South Africa.

Primary responsibilities:

  • Lead discussions with NDOH to explore future issues with NHI over the remainder of Phase II and into Phase III
  • Study current HIV financing landscape, gaps in treatment coverage and resource needs to improve HIV treatment performance, through NHI or other mechanisms
  • Interface with USAID staff, NDOH staff and other government staff as required
  • Collect, clean and analyze relevant data to inform key issues outlined above
  • Generate presentations, briefs and other documents as agreed with Technical Monitor
  • Performs other related duties and responsibilities as assigned.

Reporting requirements
The role reports to the Data.FI/South Africa, County Director. The Technical Monitor for the role is the Senior Director, Health Economics and Health Financing based at Palladium’s Washington, DC office.

Reporting requirements include:

  • Attendance at all regular Data.FI/South Africa and Palladium economics team meetings;
  • Provision of regular updates to the line manager, including status of Key Result Areas (KRAs), and any other material matters and/or areas of concern;
  • Other reporting as requested by the line manager and technical monitor.

Relationships
The role is part of the Data.FI/South Africa Project Team and will work in coordination with US-based and regional technical leadership and project management staff.

Authority levels

  • The role carries a degree of autonomy on technical leadership with appropriate consultation. The role is required to analyse and make sound recommendations to the line manager;
  • Coordinate and maintain quality over health economics activities at the country level;
  • Contribute to process improvement through innovative and cost-effective proposals and ideas.

Minimum education and experience required

  • A Master’s degree in Health Economics, Health Financing or related field
  • At least 8 years’ experience in analytics and policy work in health financing, health economics, and in particular HIV financing and policy, required
  • 3-5 years of experience engaging with the National Department of Health and provincial governments on issues related to NHI development and pilots, preferred
  • Knowledge of HIV financing issues and functioning of HIV conditional grants, preferred
  • Experience conducting insurance related analyses, structuring or analyzing provider payment modalities, preferred
  • Experience with government engagement and policy analyses, costing, and health economics, required.
  • Demonstrated experience in working with USAID and PEPFAR partners in South Africa, strongly preferred

Key competencies and professional expertise required

  • Strong quantitative skills, including data analysis and a high level of proficiency with Excel, required
  • Ability to present complex information to diverse audiences. Clear and effective writing and oral communication skills, including significant experience with report development and delivering oral presentations supported by PowerPoint slides.
  • Demonstrated problem solving, analytic, financial, and evaluative skills.
  • Demonstrated ability to establish and maintain effective working relationships with USAID, government officials, and other development partners.
