VACANCY: ECONOMIST

Lesotho Communications Authority (LCA) is a statutory body, established in the year 2000, with the mandate of regulating the Communications Sector in Lesotho. This mandate entails: granting licences to operators; promoting fair competition; approving tariffs; managing finite resources; empowering and protecting consumers; type-approving terminal equipment and other related responsibilities.

LCA invites applications from suitably qualified candidates for the position of ECONOMIST reporting to the Competition & Economic Regulation Manager. 

Job summary

The incumbent is responsible for collection and compilation of data for management and monitoring of competition in the Communications Sector.

Roles and responsibilities

  1. Gather information to facilitate the review of the competition management regime.
  2. Provide input in the development of processes and procedures towards the assessment of dominance in the communications sector.
  3. Collect and compile information on market evolution and conduct of service providers in relation to anti-competitive behavior.
  4. Collect and compile information to facilitate the review of the licensing classification and fees structure.
  5. Provide secretarial support in the development and review of fee structures for licensing of various services and other fees.
  6. Collect and compile data for analysis of appropriate regulatory framework with regard to pricing for communications services in both retail and wholesale markets.
  7. Provide input in the preparations of the divisional operational plans.
  8. Prepares and produce sectional reports of all activities including budget and expenditure.
  9. Provide input in the process of developing skills and capacities to optimize performance.
  10. Provide input in the development of divisional procedures and processes for the Authority with a view to ensure efficiency, effectiveness and improvement of general operations and service delivery.

Qualifications

A Bachelors’ Degree in Economics.

Experience

The incumbent must have a minimum of 2 years’ experience in data collection and analysis of various economic aspects and pricing structures for economic development.

Tenure

The position is permanent and pensionable.
