Overview: 

Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Pediatric AIDS Initiative and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free pediatric and family-centred HIV and tuberculosis prevention, care, treatment, and support, serving thousands of children and families affected by HIV, TB, or other child health conditions. Karabo ea Bophelo (KB) is a five-year USAID-funded activity to prevent new HIV infections and reduce vulnerability among Orphans and Vulnerable Children (OVC) and Adolescent Girls and Young Women (AGYW) in Lesotho. 

BCMCFL is looking for highly qualified local candidates to fill in the following positions available under Karabo ea Bophelo Project on a full-time, Fixed-Term Contract.

Duties and Responsibilities

Position Overview

The Economic Strengthening Officer will report to the Livelihoods and PPP Specialist. S/he will provide support in the area of Economic Strengthening in line with BCMCFL Karabo ea Bophelo (KB) program quality principles and standards, donor guidelines, and industry best practices to technical and program staff to advance the delivery of high-quality programming to the vulnerable Adolescent Girls and Young Women (AGYW) and OVC. Working closely with the Livelihoods Specialist and other technical experts, the Economic Strengthening Offer Skills and knowledge will contribute to determining how effective, adaptive, and innovative KB’s engagement is with the public-private sector in Lesotho and across the SADAC region. This position is based in Maseru.

Key Performance Areas:

  • Support the development of project documents and tools, as well as technical and training materials, quality improvement and assessment guidelines.
  • Train and build capacity of partners to provide ongoing business support to AGYW and OVC in the ES programme.
  • Provide technical support and mentoring to the AGYW and OVC who have been awarded starter packs for their respective income generation projects. 
  • Coordinate and perform various activities in support of project design and implementation, including but not limited to needs assessment, strategic planning, program design and proposal writing, monitoring and evaluation.
  • Support the Livelihood Specialist to maintain records and databases of ES participants,
  • Support the implementation of ES component in the OVC programme (i.e. training, mentoring and monitoring SILC groups).
  • Assist to identify and engage public-private sector partners and stakeholders for KB project to achieve its objectives.

Educational Qualifications, Work Experience and Key Competencies

  • Bachelor’s degree in economics, Commerce, Development Studies, Accounts or any related qualification 
  • Minimum of 5 years of relevant work experience with an international NGO or Private Sector. At least one year of community based PEPFAR programming experience is desirable.
  • General knowledge of technical principles and concepts in developing strategic, innovative, and effective public-private relationships.
  • Some experience in mentoring and coaching, especially for SMMEs
  • Knowledge of program design requirements, proposal development and PEPFAR/USAID policies and regulations. 
  • Knowledge of latest technological tools that have the potential to be applied in the engagement of the public-private sectors in humanitarian development work. 
  • Strong English writing skills. Good relationship management skills with ability to work collaboratively as part of multidisciplinary and multicultural teams. 
  • Strategic, analytical, problem-solving and systems thinking capacity and skills.
  • Demonstrated experience in understanding, brokering, and overseeing the development of high-value public-private alliances and partnerships.
  • Proactive, resourceful and results-oriented
  • Proven ability to lead negotiations and reach consensus among public and private sector stakeholders.
  • Ability to work independently and effectively with tight deadlines.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, knowledge-sharing networks
