JOB TITLE : ECONOMIC PLANNER

RESPONSIBLE TO : CHIEF ECONOMIC PLANNER
MAIN PURPOSE OF THE JOB
Under the general supervision of the Chief Economic Planner, the incumbent is responsible to undertake the following roles and responsibilities:
1. Participates in the preparation of short, medium and long term strategic plans of the Ministry.
2. Facilitates production of budget framework paper and its submission.
3. Advises and assists in the formulation of project proposals of the Ministry.
4. Prepares capital estimates for the projects within the Ministry.
5. Carries out monitoring of projects as they relate to the Ministry.
6. Prepares regular reports on physical and financial progress on the Ministry’s projects and programmes.
7. Carries out the overall economic analysis of programs.
8. Participates in the Ministry’s committees such as Inter-Ministerial Task Team.
9. Participates in the Ministry/Donors cooperation meetings.
10.Participates in the preparation of ministerial plans.
JOB SPECIFICATION
Master’s Degree in Economics and Statistics plus two (2) years’ relevant work experience at a middle management level in the field of Economics and Development Planning.
OR
A Bachelor’s Degree in Economics and Statistics plus three (3) years’ relevant work experience at a middle management level in the field of Economics and Development Planning.

Authority for decision making
The task requires responsibility for contributing in the preparation and review of National Development Planning guidelines.
Problem solving
The incumbent refers to relevant Financial Rules and Regulations, the Constitution of Lesotho, Procurement Act, and Public Service Regulations and Planners’ Manual.
Contacts
Makes regular contact with the Chief Economic Planner and Heads of Planning Units at central and district levels, Donor Agencies, Non-Government Organizations and Private Sector when carrying out day to day duties.
Mental Effort
The job requires very high mental effort when monitoring programmes by checking performance against work plans, targets and budgets.
For Effect of Errors
The task requires massive responsibility for supervising the application of security measures, where any error would result in severe adverse effects on the whole of Government.
Supervision Received
The incumbent is responsible to the Chief Economic Planner and refers to Financial Regulations, Finance Order, Public Service Regulations, the Constitution of Lesotho and other regulations before taking action.

The incumbent is to ensure that knowledge and information is recorded, shared, and utilized to the benefit of all.

The task requires a proven ability to champion, inspire and deliver change and continuous improvement in a results focused environment

The incumbent provides technical guidance in the development of sector plans. This task requires enormous skills, mental and visual concentration.
