Applications are invited From suitably qualified local candidates for the following position tenable in the Ministry of Labour and Employment:

Job Title: Economic Planner
Grade: G
Responsible To: Senior Labour Economist
Job Summary
Under the general supervision of the Senior Labour Economist, the incumbent is responsible for the development of self-employment programmes, monitoring and advising on employment strategies, promoting Productivity (Quality and Services), promoting Return and reintegration of the unemployed population, registering job seekers and job matching.
Main Duties
1. Development of Self-Employment Programmes
1.1 Promotes self-employment programmes which include entrepreneurship development, formalizing the informal economy, and improving the rural economy.
1.2 Provides and facilitate technical support to the self-employment groups.
1.3 Facilitates implementation of self-employment promotion programmes for the unemployed.
1.4 Promotes and implement entrepreneurship strategies (SIYB, GET AHEAD).
1.5 Implements guidelines for evaluation of strategies relating to self-employment programmes.
1.6 Promotes activities and events related to self-employment amongst Government, Workers and Employers representatives and other relevant stakeholders.
1.7 Develops and monitor self-employment groups at grass root level.
1.8 Develops and maintain self-employment programme’s database.
1.9 Provides advice on activities and strategies geared towards the promotion of self-employment and development.
1.10 In collaboration with relevant stakeholders, identifies and develops key policy areas about self-employment programmes.
2. Monitoring and Advising on Employment Strategies
2.1 Advises on the employment strategies based on the current labour market trends to ensure that strategies contained therein are in line with Labour market requirements.
2.2 Formulates action plans for the implementation of the employment policy.
2.3 Initiates research on labour supply capacity, demand analysis, particularly the profile, quality and quantity of the demand.
2.4 In collaboration with the Employment Promotion Manager, develops and monitors marketing strategies for employment promotion.
2.5 Develops and monitors strategies that promote job vacancy declaration.
2.6 Monitors and evaluates progress made on the implementation of employment strategies.
2.7 Produces and presents periodic reports on employment-related issues.
2.8 Monitors and evaluates job canvassing and placement activities to minimize the mismatch between demand and supply of labour.
2.9 Supervises the maintenance of the Employment promotion database.
2.10 In collaboration with relevant stakeholders, promotes recognition and accreditation of jobseekers’ skills and qualifications to enhance their employability.
3. Promotion of Productivity (Quality and Services)
3.1 Implements the productivity and quality tools and techniques within the working environment.
3.2 Distributes productivity information through publications, productivity insights, seminars, and forums.
3.3 Assists in the research and advocacy activities for the promotion of national productivity.
3.4 Implements projects and programmes for the promotion of productivity.
3.5 Disseminates IEC materials on productivity-related matters for sensitization and to enable informed decision making.
3.6 Facilitates the improvement of the work ethic for higher productivity and competitiveness through research, advocacy, and provision of necessary solutions and interventions.
3.7 Enhances sound labour management practices in all sectors of the economy to minimize labour disputes and create harmony in the workplace in consultation with relevant stakeholders.
3.8 Sensitizes clients on work ethics and mindset change programmes for implementation.
4. Promotion of Return and Reintegration of the Unemployed Population
4.1 Implements return and reintegration strategies aimed at promoting employment to the unemployed.
4.2 Facilitates the provision of technical support to the unemployed.
4.3 In collaboration with relevant stakeholders, identifies and develops key policy areas about return strategies.
4.4 Develops and maintains the Return and Reintegration programme’s database.
4.5 Implements guidelines for evaluation of policies, programmes and strategies relating to return programmes.
4.6 Provides advice on activities and strategies geared towards the promotion of reintegration and development.
4.7 Promotes activities and events that relate to return and reintegration amongst Government, Workers and Employers representatives and other relevant stakeholders.
5. Registration of Job Seekers and Job Matching
5.1 Supervises the registration of job seekers, the registration of graduates, job canvassing exercise, registration of vacancies, both available and expected vacancies.
5.2 Supervises the job match exercise throughout the country.
6. Facilitation of Localization Programme
6.1 Inspects establishments to verify employment of Basotho and expatriates in the country.
6.2 Uses the job seekers/skills database to determine skills scarcity in Lesotho.
6.3 Uses the work permit database to find out the number of work permits that have been given to a certain company/organization.
6.4 Makes use of the establishment register to determine the total number of local employees in a given company/organization.
6.5 Identifies counterparts as provided in the work permit application form as well as develops a database for identified counterparts.
6.6 Scrutinizes the training plans to ensure that they are well structured and have clear succession plans. The applicant’s educational certificates and that of the counterpart are provided to make sure that the identified counterpart has qualifications that are more or less similar to that of the applicant.
6.7 Conducts follow-ups to ensure that the training plans are well followed and to establish any deviations that may occur and gather reasons for that.
6.8 Conducts individual interviews to establish the progress made on the training.
6.9 Works hand in hand with the work permit office to give progress on the training of the counterpart as well as advice regarding renewal of work permit in cases where the training plans go beyond the agreed period.
Job Specification
Education and Experience
- BA Degree in Economics plus two years’ experience working in labour and employment issues.
- Must have demonstrated professional ability, initiative, and competence.
Other Relevant Knowledge
- Proven analytical skill
- Understanding of labour market dynamics and informal economy challenges
- Strong knowledge of macroeconomic and sectoral strategies related to job creation
- Ability to evaluate development proposals
- Knowledge of Public Service Act, Codes of Good Practice, and Rules and Regulations
- Good communication skills
- Knowledge of labour and employment issues, both nationally and internationally
- Computer literacy
Responsibilities
- For Work of Others: Responsible for supervising all employment promotion operations, including participating in employment-related issues in various government agencies.
- For Safety of Others: Minimal in this job.

- Responsibility for contributing in the preparation and review of employment strategies.
Problem Solving
Refers to relevant financial rules and regulations, Constitution of Lesotho, Procurement Act, Public Service Regulations, and employment and development policies.
Dexterity
Provides technical guidance in the development of Sectoral plans. This task requires enormous skills, mental and visual concentration.
Contacts
Maintains regular contact with the Senior Economic Planner and colleagues from the Ministry of Labour and Employment, Donor Agencies, non-governmental organizations, the private sector, and other government agencies when carrying out day-to-day duties.
Effort
- Mental Effort: Very high mental effort when monitoring programmes by checking performance against work plans, targets, and budgets.
- For Effect of Errors: Massive responsibility for supervising the application of security measures, where any error would result in severe adverse effects on the whole of Government.
- Supervision Received: Responsible to the Senior Labour Economist and refers to Financial Regulation, Finance Order, Public Service Regulations, Lesotho Constitution, and other regulations before taking action.
