JOB DESCRIPTION

Title: Economic Advisor

JOB SUMMARY

The Economic Advisor will report to the Prime Minister. Main responsibilities include establishment and execution of a result monitoring and policy evaluation, as well as understanding government business re-engineering. The Economic Advisor shall serve as a head of high-level monitoring and evaluation of govemment programmes and policies and advise Cabinet and Office of the Prime Minister accordingly. Tracks and monitors compliance of Cabinet decisions by line Ministries, and assists the Prime Minister in discharging fiduciary responsibilities to hold Ministries and Principal Secretaries accountable

MAIN DUTIES

  • Strengthens accountability function in the Government of Lesotho
  • Provides economic advice to Cabinet Sub-Committee on Investment Climate and Economic Reforms, infrastructures and on Social and Human Capital.
  • Serves as a Secretary to the Cabinet Sub-Committees and tracks progress on all decisions made by the Cabinet Sub Committees.
  • Oversees and reviews the existing economic policies and programmes of the Lesotho Govemment to assess their sustainability in the context of Lesotho’s microeconomic as well as the global fragile economic environment.
  • Assists key ministries on technical matters and strengthens the government’s relationship with multilateral agencies. Key Ministries will include but are not limited to the Ministry of Finance and Development, Department of Statistics, Revenue Services of Lesotho, Accountant General and the Central Bank of Lesotho. Key multilateral agencies will include European Union (EU), International Monitory Fund (IMF) and the World Bank. Consultations should take place with other relevant stakeholders in the private sector and civil society.
  • Advises the Prime Minister and the Cabinet on appropriate macroeconomic policies and strategies to be pursued in the context of the local, regional and international environment.
  • Provides technical support to the Prime Minister and Cabinet on appropriate economic policies and strategies to be pursued.
  • Holds discussions, advises and works closely with the Office of the Government Secretary, Ministry of Finance, key government ministries and multilateral agencies.
  • Prepares economic and social development policy documentation and briefs for the Prime Minister, including preparation of Cabinet papers local, regional and international meetings. Briefs will be on matters ranging from economic development and integration to financing.
  • Oversees the development and, where required, lead/assist in the implementation of approved strategic plans and other government plans and frameworks
  • Improves capacity for macroeconomic and microeconomic policy analysis, planning and decision-making capacity within the Prime Minister’s Office and the Ministry of Finance and Development Planning through support, training and knowledge sharing in the analysis of key policy issues and policy documents including the Term Economic Framework and debt restructuring operations.
  • Sets targets for line ministries, and monitoring results achieved thereof.
  • Monitors Government policy implementation and assists in public service business process re engineering.
  • Supervises the staff of the Office of the Economic Councilor and ensures timely delivery of targets.

JOB SPECIFICATION

PhD. in Economics with at least four (4) years working experience in administration position and public affairs, two of which shall be in the managerial position.

OR

A postgraduate Degree in economics, preferable majoring in macroeconomics with at least 10 years relevant experience in macroeconomic planning and policy formulation.

  • Extensive experience in leading and directing the preparation of medium-term economic plans will be an added advantage.
  • Working for a ministry at a senior level, such as Ministry of Finance and Development Planning or for an institution where in-depth knowledge of macroeconomic management and development planning was an essential requirement.
  • Sound knowledge of the Lesotho economy and extensive awareness of regional and international growth challenges especially in the context of COVID-19.
