Millennium Challenge Account 

The Millennium Challenge Account – Lesotho II Authority (MCA-Lesotho II) is an entity established by the Government to act as the accountable entity to implement the Compact, with the authority to bind the Government with regard to all Program activities. 

The Millennium Challenge Corporation (MCC) awards eligible countries with fixed-amount, fixed-term (five year) grants (“compacts”) for a defined set of projects aimed at reducing poverty through economic growth. Country ownership of compacts is a core part of MCC’s model and influences a great deal of MCC’s work. MCC supports this through the assembly of a local team of professionals for each compact, typically called a “Millennium Challenge Account” or “MCA”, charged with compact implementation and overseen locally by a Board of Directors. MCC believes that the performance of MCA-Lesotho staff has a significant impact on the efficiency, effectiveness, quality of compact implementation, and ultimately on the results that the compacts achieve.

Lesotho Compact

The Lesotho Health and Horticulture Compact aims to benefit 2.5 million people by growing, strengthening, and organizing the private sector in Lesotho and improving the government’s coordination to deliver critical services necessary to support private sector development. It will achieve this goal through investments in Health System Strengthening and Market Driven Irrigated Horticulture, providing sustainable income for smallholders and increasing climate resilience by replacing rain-fed subsistence farming with irrigated commercial horticulture in select locations. The GOL committed to passing several key reforms that will help make this compact successful, including reforms that address gender equality, working conditions and worker safety, as well as land and water rights. Each of the compact’s four projects focus on overcoming barriers to the economic inclusion of women, youth, and the rural poor.

Overview

The Office Driver, under the supervision of the Administration Manager, is responsible for driving office vehicles for official functions and maintaining cleanliness and functionality of vehicles in order to support the office in its overall functioning

Responsibilities

  • Drive MCA office staff and guests for official functions ensuring safety and security of passengers in support of daily operational requirements of the office and its programs;
  • Maintain the cleanliness and functionality of vehicles, reporting any damage or needs for repair and maintenance and ensure that the vehicles are ready for use;
  • Log vehicle use, gasoline consumption, and mileage to ensure that vehicles – considered organizational resources are responsibly used and to support monitoring and audit activities;
  • Keep aware of schedules and work plans and general traffic conditions to ensure effective and efficient driving support is provided to office staff.
  • Understand optimal usage of vehicles, destination routes, and local traffic rules and regulations to ensure compliance and avoid any violations.
  • Inspect and maintain vehicle conditions to ensure cleanliness, safety and functionality.
  • Notify supervisor for any mechanical issues, damages, and requirements for the renewal and or maintenance of vehicles.
  • Transports passengers on long distance trips to all regions of Lesotho. On such trips, may provide some expediting services to assist passengers with any customs/immigration formalities.
  • Conducts daily inspections of assigned vehicle and reports any repair or service needs promptly
  • Cleans both exterior and interior of assigned vehicle on a daily basis
  • Communicate traffic/road conditions to help anticipate disruptions to planned activities.
  • Plan transport of staff, repair and regular maintenance services in line with established schedules.
  • Record information on vehicle use, fuel consumption, and mileage to ensure expenditures are within the budget and are recorded according to established standards.
  • Where necessary coordinate with MCC support staff.

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Code B driver’s license with Defensive driving.
  • High school certificate or equivalent; and at least 5 years’ experience driving light to medium motor vehicles; 5 years safe driving in rough mountain terrain, snowy environment, moody roads, river crossing, and rocky roads; 3 years’ experience of driving with defensive driving certificate; 5 years’ experience with long distance driving; 5 years’ experience in safe transportation of company’s goods an parcels; and 5 years general knowledge of vehicle operating system to be able to inspect.
  • Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence.
  • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
  • Minimum Skills: Ability to add and subtract two-digit numbers and to multiply and divide with 10’s and 100’s. Ability to perform these operations using units, weight measurement, volume, and distance.
  • Minimum Skills: Ability to apply common sense understanding to carry out simple one- or two-step instructions. Ability to deal with standardized situations with only occasional or no variables.
  • To perform this job successfully, an individual should have basic knowledge of Spreadsheet and/or Word Processing software.
