Job Description Summary
The purpose of this position is to provide management and technical oversight on program quality, design, monitoring, evaluation, accountability and learning for all programs and projects at Area Programme/s. Working closely with all the Technicians and DMEAL Specialist at National Office (NO), the Area Programme (AP) DMEAL Officer will be responsible for the overall M&E related initiatives in the AP(s). He/she will be the technical point of reference for M&E and programmatic issues ensuring compliance with the guidelines of World Vision M&E system. The incumbent will ensure the effective data collection, monitoring and evaluation of the project indicators, targets, results and ultimately impact of the projects/programmes implemented in their APs following the (2) Integrated Programmes Frameworks, Area Programmes Plans and SOPs; thus – Health & Nutrition, Child Protection with Sponsorship Operating Procedures (SOPs), and WASH along with cross cutting functions Environmental Sustainability & Climate Action, Gender, Advocacy, Risk Management, Faith & Development interventions for the Most Vulnerable Children (MVC).
The DMEAL Officer will primarily focus on Monitoring and Evaluation of all interventions implemented in assigned AP as per the two Integrated Programmes Frameworks and AP Plans. He/she will ensure that programmes design, implementation, accountability, monitoring and evaluation is aligned with the M&E Plan(s). The incumbent will support in the decision making and/or the modifications and improvements necessary for an effective management of the programmes. The DMEAL Officer will be responsible for developing, monitoring, tracking, reviewing and updating project-monitoring tools, M&E plan and ensuring that the programme indicators are measured. He/she will also be expected to conduct regular supportive supervision visits to monitor implementation and conduct quality assurance processes such as data quality assessments.
Subsequently, will report on monthly targets, keep all the project data, reports and all documentation on promising practices, learning and management of program quality and associated risks.
Monitoring & Evaluation (30%)
Implements and manages the Area Programme’s system for tracking Integrated Programme Framework progress, evaluating impact, ensuring accountability to sponsors, Registered Children (RC), partners and stakeholders to facilitate learning for improvement of AP interventions.
• Design and implement DMEAL systems and plans including frameworks and AP performance tracking tools;
• Conduct and support evaluation activities including data collection for baseline, Annual Impact Measurement (AIM) and end of programme studies and assessments, with AP indicators that have baseline and target values;
• Facilitate dissemination of the baseline/evaluation and AIM results to key stakeholders;
• Facilitate implementation of recommendations from surveys or case studies conducted;
• Analyze qualitative and quantitative data to measure AP progress against indicators and National Office goals;
• Develop APs specific performance dashboards with updated progress for all indicators as per the IPFs and AP plans;
• Facilitate use of the M&E system to ensure that programmes follow WV end to end M&E processes and guidelines;
• Supporting planning and budgeting process and monitor implementation to advise on performance gaps and expenditure;
• Collate monitoring data from across local programming areas to show progress towards the NO strategy and KPIs;
• Carry out regular monitoring visits to the field to ensure the rapid and efficient implementation of the program vis-à-vis approved plans, fidelity of implementation of the core project models, conduct data quality assessments or data audits and community feedback mechanisms;
Data Collection, Management & Analysis (30%)
Manage the implementation of the APs program’s plans and M&E framework, ensuring effective tracking of performance and results.
• Conduct and guide day to day Routine Data Collection, Consolidation and Reporting on monthly, quarterly and annual basis for all interventions implemented and indicators in IPFs, Area programme plans and SOPs at AP level.
• Partner with area programme technical staff and Integrated Cluster Manager to set consistent and realistic targets and actuals for IPFs and SOPs;
• Support reporting of disaggregated data in all indicators collected in AP for all children participation in all children platforms by RCs/MVCs/Gender/Age, disability etc.
• Conduct monthly data quality checks, review followed by a report for all integrated programmes implemented in the AP;
• Implement data validation, cleansing, and monitoring processes to ensure data accuracy and consistency in all programmes and grants;
• Ensure the quality of the AP performance indicators levels on the program by conducting, on a periodic basis data quality assessment (through monthly and quarterly data verification exercises);
• Develop data flow charts to ensure quality data collection, analysis and routine data quality reviews in collaboration with cluster and AP staff.
• Ensure appropriate use of data management systems such as horizon for programme performance.
Accountability (10%)
• Ensure accountability to beneficiaries, partners and donors by supporting and managing feedback and concerns raised from WVL systems including from community engagement platforms;
• Integrate wise stewardship and community engagement principles into programming and provide support to hold implementers accountable;
• Develop action plans for relevant project staff members which will then be monitored to ensure that feedback is incorporated;
• Participate in programmes, grants and projects quarterly reviews demonstrating progress towards the targets and indicators as per the IPFs, APs, SOPs and Projects M&E Frameworks.
Learning & Risk Management (10%)
• Support programme learning by providing MEAL analysis to AP teams and facilitating reflection and adaptation of M&E tools;
• Contribute to the development of theories of change and document the AP experiences during IPF implementation;
• Periodically conduct intentional learning and reflection sessions to ensure program quality, impact and sustainability through routine programme quality self-reviews (PQSR), Review Meetings and learning events;
• Identify PQ risks in AP(s), document and define mitigation measures;
• Contribute to knowledge through research to interrogate on lessons learned, experiences and data generated by program implementation;
• Participate in National Office (NO) and South African Regional Office (SARO) evidence initiatives, such as, Evidence days.
• Document lessons learned to inform future programme planning, budget and capacity building initiatives;
• Ensure that the lessons learned in the recommendations for improvement incorporated in the program management reports are implemented by the field officers.
Relationship Management, Communication & Reporting (10%)
• Partner with the technical support from DMEAL Specialist and Technicians, develop tools and identify methodologies for indicator performance tracking;
• Work with program managers to ensure that sectoral and contextual reach and impact data informs programmatic, operational and external engagement decisions;
• Aggregate, analyse and present data for timely sponsorship and projects reporting;
• Support the documentation of AP evaluations and other management reports to facilitate for ease of access and data driven decisions;
• Engage with technical teams and support to maintain flow of information in regard to IPF alignment and progress while carrying out AP functions;
• Support effective communication for IPF implementation between the National Office (NO), Support Office (SO), Regional Office (RO), sponsors, Registered Children, and communities for ease of impact assessment;
• Participate in WVL AP related Campaigns including Chosen Events and ENOUGH to report on alignment with CWBO indicators and transformation stories;
• Coordinate preparation and submission of AP(s) reports – monthly, quarterly, semi-annual and annual into Horizon or any digital platform as needed;
• Ensure regular communication with cluster programme staff to ensure that all program management reports are of high quality, respecting timeliness, accuracy and availability of required supporting documents.
Capacity Building & Programme Support (10%)
Facilitate all DMEAL related programmes, projects and community and staff trainings as per the AP Plan and log-frame.
• Conduct capacity building interventions on WV models and innovative practice, methodologies, data collection, and reporting mechanisms.
• Support baseline/evaluation processes by training of enumerators, monitoring of data collection, data cleaning, analysis and report writing;
• Provide targeted trainings for reporting tools and resources on a regular basis to facilitate timely and quality data for programmes and related Grants/Projects;
• Facilitate training and rollout of DMEAL frameworks, indicators and targets across the Area Programme;
• Provide support in community mobilization & education on AP related M&E tools to strengthen the quality of new registration of RC process and records as per National Office selection criteria;
• Provide ongoing mentoring and coaching support during AP M&E related activities to support staff and contribute to high performance culture initiative;
• Partner with Faith & Development to empower and nurture spiritual growth into children, their families and communities we serve;
• Partner with the technical teams at NO, Cluster & AP level to facilitate trainings on F&D, Gender, Diversity and Inclusion, Climate Action and Disaster reduction to create awareness, prepare and empower AP communities with resilience mechanisms.
Qualifications & Experience
• BA/BSc Degree in Monitoring & Evaluation/Statistics & Demography, Data science, Research or a related discipline;
• At least 4 years working experience from the International Non-Governmental Organization.
• A qualification in Project Management will be an added advantage.
Knowledge/Technical Skills
• High proficiency in statistical analysis.
• Strong proficiency in analytical software and data visualization tools, such as Power BI, Power Apps, or other business intelligence platforms.
• Experience with data reporting and visualization tools and platforms;
• Knowledge of statistical analysis software and skills in quantitative and qualitative data research and analysis including but not limited to study design, survey instrument design and use, establishing and measuring outcome and process indicators, sampling, data analysis plans, data cleaning, and statistical
analysis (eg Word, Excel, PowerPoint (MS Packages) and data tools (SQL);
• Demonstrated expertise in development of user-friendly tools and resources for MEAL and utilization of learning platforms for helping others learn.
• Experience in working with donors and government agencies;
• Demonstrated experience in project design, implementation, monitoring and evaluation;
• Proven networking abilities, partnering and stakeholder engagement at local and international levels;

Working Environment / Conditions:
• Domestic Travel: 95% travel within Area Program and project areas is required.
• On call: 5% in emergency situations, the position will be required to be on-call.
