Summary

The Procurement and Supply Management project is the primary vehicle through which USAID provides technical assistance to improve partner countries’ management of the health commodities supply chain and collaborate with key international stakeholders to support global health initiatives. The Data Management Coordinator (DMC) is responsible for ensuring availability of quality supply chain data, its routine analysis and reporting to ensure availability of required information for supply chain decision making and supply chain monitoring and evaluation.

The position is based in Maseru and will report to the Monitoring, Evaluation and Data Management Advisor and embedded within the Supply Chain Management Directorate (SCMD).

Key Responsibilities:

  • Provide support to the district staff responsible for supply chain management in supply chain data management to ensure availability of quality supply chain data for decision making
  • In collaboration with the e-LMIS & Supply Chain Field Support Manager, DMC support and training to district and facility level staff in the use of the Informed Push system and other LMIS systems.
  • Ensure availability of LMIS data for demand planning, forecasting, facility level stock monitoring through regular collation and reporting of supply chain data from the District Stock Status Reports provided by the LMIS Coordinators and their counterparts.
  • Consolidate national stock status using district and central inventory data. –Modify the current stock status report (merge with PPMR to have one robust tool).
  • Provide Stock Status feedback to the District Logistics and LMIS Coordinators on a weekly basis.
  • Regularly consolidate, organise, and submit data required for project reporting including quarterly M&E reporting and monthly logistics data reporting (SC-FACT).
  • Conduct regular data analysis and facility level visits to identify gaps in data quality and orient the LMISs on remedial interventions to improve data quality during supportive supervision for challenging facilities
  • Develop standardized data collection tools and data management-related SOPs, job aids and protocols to be used at districts and health facility level and participate in development of LMIS SOPs.
  • Instill in districts a culture of data analysis, facilitated by improved data visibility and access through DHIS2 platform and any LMIS system used by the districts.
  • Maintain LMIS databases for all logistics data from districts and NDSO, prepare and share a monthly National LMIS report based on facility level data for informed decision making.
  • In collaboration with the Supply Chain Field Support Manager, create and maintain data bases for project activity monitoring and reporting including Supervision data base, training data base, etc
  • Developing NDSO stock status database SOPs which will ease the identification of data quality gaps during data collection.
  • Routine trend analysis on the NDSO stock status reports
  • Support district staff on the facilities data management, data quality analysis, and database maintenance.
  • Assist district staff on the development of graphical presentation of facilities performance regarding data quality elements.
  • Other duties as requested by the supervisor

Qualifications:

  • Bachelor’s degree required; advanced degree in relevant discipline desired;
  • Minimum 4 years of experience managing supply chain and/or logistics inventory management projects;
  • Demonstrated mastery of Microsoft Office suite (Word, Excel, Powerpoint, etc.) with knowledge of DHIS2 a plus;
  • Knowledge of Lesotho MOH environment and supply chain preferred;
  • Ability to conduct supportive supervision effectively;
    • Ability to work with cooperating partners in implementing complex programs;
    • Ability to meet tight deadlines and prioritize effectively;
    • Strong interpersonal, written and oral communications skills;
  • Strong written and spoken English skills.
