Background:

The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 16 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) has worked in Lesotho since 2004 and with PEPFAR support, rapidly scaled up a district approach model for comprehensive HIV service delivery in all ten districts and supported central-level activities in partnership with the MOH and local Civil Society Organizations (CSOs).

Job Summary

The District Technical Advisor serves as the lead HIV care and treatment (C&T) specialist within the District. 

He/she will provide technical support to clinical staffing for provision of multidisciplinary family-focused HIV/AIDS prevention; Care and Treatment at EGPAF supported facilities in the District. This entails HIV Counseling and Testing (HTC) at all entry points including, Provider Initiated testing and Counseling (PITC), enrollment of pregnant women, pediatric and adult patients living with HIV into care and antiretroviral treatment (ART); enhancing retention and minimizing LTFU, effective adherence and psychosocial support, implementation of collaborative TB/HIV activities, efficient management of commodities and ongoing mentorship and supportive supervision.

S/He will work with the Senior HIV Care and Treatment Advisor to ensure that health care providers are well equipped with skills to appropriately manage infants, children and adolescents lining with HIV according to national and international standards. The position entails travel up to 75%
 

Job Responsibilities/Essential Duties:

  • Serves as District Technical Advisor for activities implementation across all program areas based in the District maintaining a functional team to ensure harmonious working relationships and service delivery;
  • Serves as the Foundations interface with District Health Authorities
  • Provide direct technical assistance to health care facilities supported by THPS such as; site development, training staff in the clinical management of individuals with HIV/AIDS, clinical mentoring, patient flow analysis, improvement of adherence support systems, improvement of referral systems, etc;
  • Provides direct clinical care to complicated cases as needed; provide mentorship and supportive Technical Assistance (TA) to HIV Care and Treatment sites (Health Centers) in the district;
  • Assist health care providers at designated points of service in case finding and strengthening entry points in order to increase the number of enrollments from PMTCT, HTC (PIT, EID), TB/HIV and outreach services.
  • Supports DHMTs and facilities with health systems strengthening activities as needed;
  • Works with district SI officers to provide review data trends and implement course changes for program improvement;
  • Compile monthly and quarterly program implementation reports as needed;
  • Perform any other duties as may be assigned by the Associate Director-for Health Systems Strengthening and District Support and other supervisors- including Senior HIV Care and Treatment Advisor and the Director of Programs.

Required Qualifications

  • Medical Degree,
  • Master of Public Health; Master of Sciences or equivalent degree or experience is an added advantage.
  • Experience in HIV/AIDS Clinical management.
  • Track record of the ability to work independently and as part of a multidisciplinary team
  • Fluency in English; knowledge of one or more local languages is an added advantage;
  • Good interpersonal, verbal, written and communication skills
  • Proven ability to write high quality scientific/management documents
  • Good computer skills, particularly MS Word, Excel and PowerPoint

Experience:

  • At least three years of proven experience in HIV and TB-project management of public health programs
  • Proven experience in the development of quality improvement / quality improvement tools and -systems in developing countries
  • Extensive clinical experience in care of HIV infected adults and children in resource poor settings
  • Proven record of managing teams

  • Ability to manage multiple priorities and projects while working as part of a team
