Overview:
In October 2010, Lesotho’s Ministry of Health (MOH) developed a national draft strategic and operational plan for establishing safe Voluntary Medical Male Circumcision (VMMC) and Early Infant Male Circumcision (EIMC) services in a prevention effort to reduce HIV transmission. Jhpiego in Lesotho, in support of and in collaboration with the MOH, provides VMMC training, services and quality assurance together with technical assistance in Lesotho .
Jhpiego is looking for highly qualified candidates to fill In the following positions under TSEPO Program based at the following Jhpiego supported sites: Berea, Leribe, Mafeteng, Mohale’s Hoek, KHOTLA Male Clinic – Scott Hospital and Queen Elizabeth II Hospital.
District Manager (x1)
Position Overview
This position is responsible for coordinating and supervising Jhpiego HIV prevention activities – namely Voluntary Medical Male Circumcision (VMMC) and Pre-Exposure Prophylaxis (PrEP) at district level with close collaboration with the MOH district team. The District Manager will also be directly Involved In providing services to eligible persons at Jhpiego supported sites as and when required. The position entails frequent travel within and outside the district. The district Manager Is responsible for maintaining cordial relationships with MOH and other partners at district level as well as maintaining open communication with Jhplego Maser Head Office. The District Manager will lead a team of Team Leads, Nurses, Counsellors, Drivers and Data/Admin Clerks. The position reports directly to the HIV Technical Officer and has the following responsibilities but not limited to:
Responsibilities
- With the team, develop plans for VMMC and PrEP service provision at fixed sites and health centers outreaches
- Ensure VMMC and PrEP activities are part of the district plan
- Provide monthly update to DHMT (DM05, Public Health Nurses and AIDS Officer)
- Liaise with district hospital management and health center focal points to prepare and ensure quality VMMC and PrEP service provision
- Ensure Data Clerks monthly reports are submitted on time to DHMTs
- Represent 3hplego at district level and share progress at PHC district meetings
- Contribute to VMMC and PrEP review meetings
- Lead quality improvement and quality assurance activities
- Work closely with the district mobilizers to ensure optimal demand creation
- Ensure regular team meetings and minutes documented
- Provide VMMC and PrEP services at site and community level
- Ensure supplies and commodities are available at sites
- Work closely with Technical Officer to optimize team performance
- Supervise client booking, patient flow, privacy, confidentiality and follow-up
– Ensure safety and universal infection control in all work areas
- Assist in data compilation and verification in collaboration with Data Clerks and M&E team
- Participate in the organization and facilitation of staff trainings
- Perform other reasonable duties as assigned by immediate supervisor
Qualifications, Experience and Requirements
- Degree or Diploma in Nursing (Degree in Nursing is preferred)
- Valid registration with the Lesotho Nursing Council
- Minimum of 4 years relevant experience
- Experience in HIV counseling, VMMC and PrEP
- Excellent problem-solving, decision-making, organizational and communication skills with ability to prioritize multiple tasks and work effectively In a demanding environment
- Excellent interpersonal skills
- Computer skills Including MS Office Word, PowerPoint and Excel
- Willingness to travel within Lesotho
- Willingness to stay at the assigned district
