JOB SUMMARY

ider the general supervision of the chief executive, the incumbent is .esponsible for the development of disaster management plans and policies; management of divisional resources: preparation of the divisional budget and supervision of staff.

  1. DEVELOPMENT OF THE DISASTER MANAGEMENT PLANS AND POLICIES

1.1 Liaises with multi-sectoral standing groups and other relevant local authorities to solicit their input in the development of Disaster Management plans and policies to deal with preparedness against, mitigation of, response to, and recovery from the hazards associated with both natural and man-made disasters.
1.2 Prepares a district disaster management plan and strategy (comprising disaster prevention plan, disaster mitigation and preparedness plan, disaster response and relief plan and post-disaster recovery plan) in consultation with the District Administrator (DA) and the District Disaster Management Team (DDMT).

1.3 In liaison with the multi-sectoral standing groups and the DDMT, reviews and up-dates the Disaster Management Plan and Manual and recommends to the Cabinet for approval.

1.4 Integrates the District Disaster Management Plans with the broad District Development Plan and provides input into the National Disaster Management Plans.
1.5 Participants in the District Planning activities and ensures that all District Plans do not aggravate disaster risk within the district and beyond.

1.6 Develops policies, procedures and standards for disaster risk reduction in the district.

  1. MANAGEMENT OF DIVISIONAL RESOURCES

2.1 Monitors on a monthly basis the usage of Divisional resources and adherence to the guideline in order to make necessary revisions timely and accordingly to facilitate effective control.

2.2 Liaises quarterly with the District Disaster Management Officer to review allocation of resources to facilitate their distribution in a way that will enhance productivity.

2.3 Maintains Divisional materials and supplies to ensure their good condition.

  1. PREPARATION OF THE DISTRICT DISASTER MANAGEMENT BUDGET

3.1 Supervises the District Disaster Management Officer to facilitate prioritization of the Sectional programmes, projects and activities to ensure that they are funded accordingly and implemented smoothly.

3.2 Recommends the review of the sectional budget to the District Administrator whenever the need arises to realign it with the changes in the Divisional Plans to facilitate the implementation of critical programmes and activities.

3.3 Co-ordinates, compiles and presents the budget of the district DMA and accounts for funds, deeds and/or misdeeds within the scope of his/her authority.
3.4 Prepares the budget for disaster assistance activities and emergency projects to ensure that they are appropriately funded.

  1. COORDINATION OF RELIEF ACTIVITIES DURING THE EMERGENCIES
    4.1 Maintains inventory of district emergency service equipment as a preparedness measure in case of emergencies.

4.2 Organises emergency teams for quick responses to the disaster situations

4.3 Directs district operations centres in disaster situations

4.4 Executes the disaster recovery plan during a disaster

4.5 Assures timely and appropriate response to the Prime Minister’s disaster declaration.
4.6 Prepares clear and appropriate guidance to the Government on resources and strategies to respond to the disaster situation.

  1. SUPERVISION OF STAFF

5.1 Convenes monthly meetings with supervisees to facilitate planning and reporting.

5.2 Conducts quarterly individual meetings to review progress on the work plans.

5.3 Conducts annual performance appraisals on the individual supervisees and establishes strategies to guide on their training and development so as to promote their capacity, competence and effectiveness.

5.4 Identifies the training and development needs of the individual supervisees and establishes strategies to guide on their training and development so as to promote their training and development so as to promote their capacity, competence and effectiveness.

5.5 Monitors and evaluates post-training and development performance of the individual supervisees in order to establish to extent and impact of the undertaken training and development programmes, and determine appropriate action.

JOB SPECIFICATION

Masters Degree in Disaster or Risk Management/ Humanitarian Science/ Sociology/ Public Administration/ Business Administration/ Management/ Economics plus three (3) years relevant work experience.

OR

Post Graduate Diploma/ Honors ❑egree in Disaster or Risk Management/
Humanitarian Science/ Sociology/ Public Administration/ Business
Administration/ Management/ Economics plus five (2) years relevant work experience.

OR

Degree in Disaster or Risk Management/ Humanitarian Science/Sociology/ Public Administration/Business Administration/Management/ Economics plus five (5) years relevant work experience.
