TITLE : District Coordinator

The purpose of this position is to coordinate all elements of district service delivery including Index testing, Partners testing services. This includes direct management of mobile or outreach and static sites HTS staff, collaboration and partnership with relevant network partners including DHMT or District Councils and treatment partners, health facilities and Community based Organizations at the district or community level to ensure the smooth running of HTS. The position is multifunctional and will require executing assignments that have multiple complexities with strong critical and problem skills roles from time to time.
This position is based in PEPFAR supported districts and reports to the Senior HTS Officer with dotted line to HTS Manager.
ROLES & RESPONSIBILITIES:
Responsibilities include, but are not limited to:
1. Project Management
Participate in supervision of HIV testing services strategies like index, partners testing services and HIV self-test
Serve as the Lead HIV Testing Services specialist in the district
Represent PSI at the highest levels in all the supported districts
Provide mentorship in all HTS relevant areas to PSI support staff and DHMT personnel
Lead all PSI activities at district level and ensure that all program objectives are aligned to donor objectives.
Work with the PSI M&E/Research Department in identifying the areas to target for service delivery.
Organize meetings with DHMTs/Partners to identify and manage all issues related to outreach services and indexing activities
Ensure that all relevant medical consumables and test kits are available in all respective HTC service areas.
Liaise with the Communications department to conduct awareness programs to ensure highest publicity of HTS outreach services and indexing service delivery
Ensure that counselors have lead index data from treatment partners/health facilities
Ensure that health facilities liaise with counselors for referrals to care and treatment
2. Information, Communication and Learning
Ensure that relevant IEC materials on relevant topics of interest to clients are available to counselors at all times and in good condition and accessibility of both male and female condoms.
Ensure that experiences and best practices are documented and shared across the organization.
3. Collaboration and Partnership
Liaise with relevant network partners to build harmonious relations and joint decision making related to outreach and static sites and indexing activities.
Make regular follow ups with referral points to ensure proper referral/linkages and indexing to post-test services and make necessary recommendations as and when deemed necessary.
Organize meetings with relevant stakeholders operating in the delivery of HTS
Mobilize communities in collaboration with other network partners to support HTS activities.
Attend regular meetings and events organized by other stakeholders for information sharing on HIV/AIDS related issues
4. Human Resource Management
Work with HTS Program
Manager to ensure training of counselors
Assess training needs of staff and plan
remedial actions
Work on performance management of staff under
his supervision
5. District Administration role
Authorizes district trips to targeted areas of community testing, supervisions and other business of the district
Inspects the use of transport log books to ensure all trips are accounted for and aligns with business of project.
Manages the office supplies assigned for the district, usage rates and facilitate the requests accordingly.
Communicates the repairs that are required for the fleet allocated to sites accordingly.
Monitors assigned fleet and inspects them to ensure that they are taken care of
6. Inventory and procurement
Ensures requests of district commodities are conducted aligned with National Drug Supply organization (NDSO)
Communicates areas of support on procurement and supply chain so that there are no gaps on availability of commodities at district level.
Monitors stock levels of the commodities required for service delivery in order to ensure that there is no service disruption at district level.
EDUCATION QUALIFICATION AND WORK EXPERIENCE:
Degree in Health Science, Psychology, Counseling, or any other related field plus 5 years’ relevant experience
Experience with the MoH and PEPFAR donors
Knowledge of basic project management tools
Perform any other duties as required
KEY COMPETENCIES:
Complexity of the job requires competencies as below:
Ability to perform according to PSI Prime competencies (innovation, measurable results, develop others and customer services).
Extensive knowledge of Lesotho Ministry of Health (MOH) and line ministries responsible for community service delivery
Ability and willingness to work outside normal working hours, as required by scheduling
Demonstrate ability to work sensitively and compassionately with a diverse range of people including Key population groups
Strong interpersonal skills, including fluency in English and Sesotho
Competency in MS products i.e. excel, word, power point,
