Summary

The Supply Chain Director & Team Lead shall recruit, retain, develop and deploy appropriate Supply Chain technical resources (internal and external) to meet program needs and ensure related knowledge management. Specifically, they will oversee staff utilization, program satisfaction levels, and achievement of annual plan (describes target technical contributions for the year). The Director & Team Lead – Supply Chain, will serve as a senior advisor to VillageReach’s Supply Chain Community of Practice and oversee VillageReach’s programs with a supply chain focus, working with VillageReach staff in multiple country offices, as well as with global, regional and country partners and donors. This position reports to the Director, Global Technical Team (GTT).

Description

Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.

Managerial (20%)

  • Line management of supply chain Global Technical Team staff;
  • Manage utilization, recruitment and retention of supply chain GTT staff;
  • Manage GTT budgets (training, conferences, general development resources)
  • Mentor and provide career development, including looking for program opportunities that allow staff to build skills or pursue areas of interest;
  • Coordinate with program leads to allocate staff to programs;
  • Review and determine whether program requests should be met through internal development vs. using external resources;
  • Manage team-specific budgets (business development, training, conferences, general development resources)
  • Provide organizational leadership to strategy development in supply chain. Ensure strategy is informed by analysis relating to trends in each thematic area and that it is aligned with organizational goals and strategies.
  • Develop a clear approach to ‘full spectrum’ technical support, encompassing Long Term Technical Assistance (LTTA) for core countries, Medium Term Assistance (MTA) for Partner Countries and Short-term Technical Assistance (STTA) for Supply Chain in TA Countries

Technical Quality and Standards (40%)

  • Ensure that VillageReach supply chain programs are informed by best available evidence and good practice, and effectively designed, implemented, and evaluated.
  • Facilitate the capacity strengthening of supply chain program in their design and implementation to meet organizational standards on quality.
  • Oversee development of tools, methods, and standards that support and advance VillageReach supply chain technical capabilities
  • Lead the development and implementation of supply chain capacity development plans to strengthen core country teams’ capabilities for technical functions that are embedded in country structures.
  • Manage Supply Chain Community of Practice to share and build knowledge
  • Develop and deploy new tools, methods and frameworks within Supply Chain areas of work
  • Identify and make available existing external tools, methods and frameworks within Supply Chain areas of work
  • Develop VillageReach IP and thought leadership within Supply Chain;
  • Actively promote VillageReach Supply Chain services to programs and donors;

Building Relationships & Business Development (20%)

  • Actively promote VillageReach service offerings to partners and to existing and potential donors.
  • Develop strategic relationships with key technical counterparts in the supply chain landscape.
  • Undertake representation of VillageReach in regional and international professional and sector-specific meetings.
  • Contribute to business development efforts and ensure country teams receive adequate technical support from the supply chain GTT for proposal writing and fundraising as relevant

Program Management (20%)

  • Provide strategic technical oversight for relevant Supply Chain grants and contracts
  • Develop and maintain relationships with donors activity managers in directing program implementation
  • Provide financial (budget and expenditure tracking) oversight for priority supply chain grants and contracts
  • Ensure alignment between core supply chain grants and the broader VillageReach Supply Chain Strategy
  • Coordinate program implementation with country teams for relevant work streams

REQUIREMENTS

Supervisory Responsibilities:

This position may directly supervise up to 3-5 employees. Supervisory responsibilities will be carried out in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

Education & Experience:

  • A graduate degree in supply chain management, public health, international development, business, or related field.
  • A minimum of 10 years of experience working in global health or international development. Experience in public health supply chains required.
  • Must be qualified to work in one of the following locations: Cote d’Ivoire, Democratic Republic of the Congo (DRC), Malawi, Mozambique, South Africa, Liberia, Kenya or Tanzania.
  • Experience working on last mile supply chains with challenging infrastructure (e.g. of rural communities in an African context).
  • Knowledge of various global and national actors and systems used to finance, procure, and deliver vaccines, essential medicines, diagnostics, and other health commodities.
  • Experience working at or with multilateral organizations such as Gavi, WHO, UNICEF, World Bank as well as bilateral aid organizations.
  • Strong communication and cross-cultural management skills with experience working with high-level political officials. Open mindedness to accommodate the non-traditional mix of disciplines within VillageReach and interpersonal skills to work effectively in partnership with others in the organization and externally.
  • Superb writing skills and the ability to assemble, distill, and analyze information for decision-making and presentations.
  • Ability to collect and analyze data quickly and efficiently. Ability and confidence to identify and recommend creative solutions to a diverse group of stakeholders. Identifies both opportunities and needs for change. Ability to identify issues or problems and provide a respective solution that is feasible and acceptable to the local context.   • Portuguese and/or French language skills an added advantage.
  • Ability to travel internationally, up to 50% of the time.

Environment and Physical Demands

VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our Seattle office and our Country Offices and location of other global staff, US based staff are expected to be available for early morning meetings starting at 6am. In addition, our global HQ and Country office staff are expected to be available for late afternoon/evening meetings up to 6pm.

Compensation:

VillageReach has an established compensation structure that is based on the relevant market and internally transparent. The range for this position in the United States is $114,900 to $142,300. Outside the US, the range varies based on the location of the individual based the local labour market. We hire people into the established range based on one’s experience and education and considering internal equity. We do not inquire about salary history.
