Summary

The Data Analytics Director & Team Lead will lead the Data Analytics Technical Team, overseeing all team activities and ensuring alignment with the organization’s vision and objectives. They will lead the strategic build-up of VillageReach’s Data Analytics portfolio to include deeper analytical work, the development of new programs and partnerships, and strengthening the skills of Data Analytics team members as well as in-country program team members. The Data Analytics Director will work with VillageReach staff in country offices, global and regional teams, and country-level partners to ensure that programmatic data is structured, analyzed, and presented in a way that supports government and donor decision-making, and that underlying in-country systems and tools support efficient and high-quality analysis and reporting. The Data Analytics Director & Team Lead shall recruit, retain, develop and deploy appropriate Data Analytics technical resources (internal and external) to achieve those objectives. They will oversee team utilization, team member career growth and progression, program satisfaction levels, and achievement of the annual objectives and key results.

Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.

Organizational Leadership (20%)

  • Set the vision and define the strategy for the Data Analytics Technical Team. Ensure strategy is informed by the latest trends in Data Analytics and public health needs, and that it is aligned with VillageReach’s organizational goals and strategies.
  • Strengthen the culture of data use within VillageReach and promote data-driven decision-making among key external government, technical, and funder partners. Inform the process of how we do more than just promote data-driven decision-making, but also help build the capacity of government to use the data, act on it, and report on that.
  • Develop and implement VillageReach’s people-centered healthcare strategy, and focus on the design of data systems to increase feedback from under-reach communities and the use of that feedback by governments and partners.
  • Consult with organizational and programmatic leadership to understand data analytics problems and goals and define an organization-wide Data Analytics strategy and plan for each VillageReach program.
  • Be an external advocate of the importance of data use in decision-making in public health. Speak externally and publish your point of view on this topic.
  • Establish, manage, and develop internal indicators for a Data Analytics Community of Practice to share and build knowledge across VillageReach.
  • Represent the Data Analytics Team on the VillageReach Immunization Advisory Group, and lead proposals to use data for identifying and reaching zero-dose and under-immunized communities

Team Management (25%)

  • Mentor and provide career development, including looking for program opportunities that allow staff to build skills or pursue areas of interest.
  • Maintain the Data Analytics Skills Assessment and Program Data Analytics Maturity Assessment for use with the Data Analytics team, program teams, and key government stakeholders.
  • Oversee recruitment, interviewing, compensation, orientation, training, professional development, performance improvement, and evaluation of the team.
  • Create a working environment that supports the team’s ongoing professional growth and development, high morale, and optimal job satisfaction, including but not limited to regular team meetings, annual retreats, continuing education, and training activities.
  • Provide suggestions to VillageReach management for how to best structure the Data Analytics team both in countries and within the Global Technical Teams to elevate the level of Data Analytics possible within the core countries

Technical Quality and Standards (30%)

  • Demonstrate mastery of the latest data analytics tools, techniques, and concepts, and guide the application of these tools and techniques to deliver data solutions outputs on tight timelines.
  • Advancing the efficiency of VillageReach programs by developing and implementing data science, digital health, and data analytics solutions.
  • Ensure that VillageReach Data Analytics activities are informed by the best available evidence and good practice, and effectively designed, implemented, and evaluated.
  • Work closely with the Impact Team and the Digital Solutions team to ensure that M&E collected data is relevant for both donor and government dashboard needs as well as for VillageReach’s own internal analytics
  • Oversee development of tools, methods, and standards that support and advance VillageReach’s technical data analytics capabilities.
  • Develop VillageReach IP and thought leadership within Data Analytics.
  • Lead team in mining Villagereach datasets to identify insights into ways to improve current analytical practices and identify additional innovations.
  • Collaborate with the appropriate teams to initiate, guide, and operationalize innovative data solutions (including real-time solutions) that involve advanced analytics and digital health.
  • Demonstrate the ability to communicate complex analytic findings to various technical/non-technical stakeholders with varying levels of data literacy.

Building Relationships & Business Development (25%)

  • Understand potential business gaps, and translate them into business opportunities.
  • Build a pipeline of new business through active relationship development/management, proposal efforts, and thought leadership efforts
  • Actively engage with target donors/partners and industry experts to keep current on existing and new trends, problem areas, or other issues that develop into new requirements and growth opportunities. Develop strategic relationships with key technical counterparts in the Data Analytics landscape.
  • Undertake representation of VillageReach in regional and international professional and sector-specific meetings.
  • Contribute to business development efforts and ensure country teams receive adequate technical support from the Data Analytics GTT for proposal writing and fundraising as relevant
  • Represent VillageReach on the Gavi Immunization Supply Chain Steering Committee M&E group and IA2030 data-use group

REQUIREMENTS

Supervisory Responsibilities:

This position may directly supervise between 2-4 employees and the Director will carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

Education & Experience:

  • Master’s degree or equivalent in Data Science, Informatics, Computer Science, Information Technology, Statistics, Applied Math, or another related field. An equivalent of the same in working experience is also acceptable for the position.
  • At least ten years of experience with data analytics required, experience with healthcare data required (e.g. DHIS2, LMIS systems, etc.)
  • Experience with working with data and governments in low and middle-income countries required
  • The candidate will also demonstrate experience in business process analysis, data architecture design, and development as well as the implementation of workflow-enabled solutions. A suitable candidate will also have experience working in market/business intelligence, strategic planning, project management, and cross-functional business experience as well as vast experience working with large data sets and computing systems
  • Strong communication and cross-cultural management skills with experience working with high-level political officials. Open-mindedness to accommodate the non-traditional mix of disciplines within VillageReach and interpersonal skills to work effectively in partnership with others in the organization and externally.
  • Superb writing skills and the ability to assemble, distill and analyze information for decision-making and presentations.
  • Ability to collect and analyze data quickly and efficiently. Ability and confidence to identify and recommend creative solutions to a diverse group of stakeholders. Identifies both opportunities and needs for change. Ability to identify issues or problems and provide a respective solution that is feasible and acceptable to the local context. Explores and shares innovative best practices with others.

Other Technical Requirements:

  • A deep understanding of advanced analytics and Artificial Intelligence / Machine Learning (AI/ML) landscape
  • 10+ years of experience in data analytics and data visualizations, including selecting and applying the appropriate analytical techniques for statistical analysis, predictive modeling, simulation, and machine learning.
  • 5+ years of experience visually communicating data analysis, including bespoke analyses and BI Tools such as Power BI or Amazon QuickSight.
  • 5+ years of expertise in database programming (e.g., SQL, Cache), Statistical analysis and programming (e.g., STATA, SAS, R, etc.), and statistical modeling (e.g., predictive modeling, risk-adjusted comparative analysis, hypothesis generation, etc.).
  • Understanding of the healthcare industry and strong knowledge of trends and best practices (data management and storage, documentation, governance, vendor and consumer applications, etc.) both within healthcare as well as in related industries.
  • Proven track record generating investments and in business development, including RFP/RFQ responses, developing strategy white papers/concept papers; experience building and demonstrating prototype analytics solutions to potential donors/customers preferred.
  • Fluent in English, proficiency in French and/or Portuguese preferred.

Environment and Physical Demands

VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our Seattle office and our Country Offices and the location of other global staff, US-based staff is expected to be available for early morning meetings starting at 6 am. In addition, our global HQ and Country office staff based in Africa are expected to be available for late afternoon/evening meetings up to 6 pm.

Compensation:

VillageReach has an established compensation structure that is based on the relevant market and internally transparent. The position is graded as a BG-12. The salary range for this position is $114,900 minimum to $142,300 midpoint if located in USA. Please see our Compensation Overview for more information. We hire people into the established range based on one’s experience, education and location and consider internal equity. We do not inquire about salary history.
