Applications are invited from suitably qualified local candidates for the following position:


POSITION: Director Science and Technology

Grade: I
Number of Positions: One (1)

Responsible To: Principal Secretary


Job Summary

Under the general supervision and in coordination with the Principal Secretary, the Director is responsible for the formation and implementation of policies that will promote the development of Science and Technology and create an enabling environment in which technological advancement contributes meaningfully to national goals and objectives.


Main Duties

1. Development of Science and Technology Policies and Programmes
1.1 Formulate and implement National Science and Technology (S&T) policies in consultation with other ministries, agencies, and institutions engaged in S&T fields.
1.2 Advise the Ministry of Communications, the private sector, and government agencies on scientific and technological issues, including the establishment and management of the Lesotho Council for Science and Technology.
1.3 Build a vibrant information society in the Science and Technology sector through the development of programmes on science and technology information systems and disseminate information for public consumption.
1.4 Raise awareness by promoting public understanding of Science, Engineering, and Technology.
1.5 Build science, technology, innovation, and business culture among Basotho, and boost technology-based entrepreneurship, particularly within small and medium enterprises (SMEs).


2. Management of Science and Technology Performance
2.1 Coordinate and liaise with various agencies on activities related to science and technology.
2.2 Collect and disseminate information and research findings, ensuring their commercialization and application where necessary.
2.3 Develop and implement relevant policies on newly emerging technologies such as biotechnology, nanotechnology, and renewable energy technologies, with a focus on poverty alleviation through science and technology applications.
2.4 Coordinate and build capacity for research and development in order to facilitate informed decision-making and promote a knowledge-driven society in science and technology.
2.5 Devise and implement programmes on technology transfer based on environmentally sound policies and technologies appropriate for the needs of Basotho.
2.6 Devise and implement programmes to diffuse appropriate technologies across the population for use, consumption, and services.
2.7 Develop programmes to promote the protection of intellectual property rights in collaboration with the Registrar General’s Office, with the aim of promoting creativity in Lesotho.
2.8 Provide guidance and secretariat services to the envisaged National Science and Technology Council.


3. Management of Departmental Budget
3.1 Participate in the preparation and submission of the annual budget for inclusion in the ministerial budget to secure necessary funding.
3.2 Approve sectional work plans to ensure alignment with departmental objectives.
3.3 Authorize departmental expenditure in adherence to financial regulations and procedures.


4. Management and Supervision of Staff
4.1 Participate in the preparation of annual individual work plans for subordinate staff.
4.2 Periodically evaluate the performance of staff under supervision.
4.3 Recommend appointments, transfers, promotions, training, and development of departmental staff to ensure effective utilization of personnel.
4.4 Participate in the development of human resource plans to enable effective departmental staffing.
4.5 Participate in the preparation and approval of departmental training plans to facilitate systematic and purposeful training.


5. Perform Any Other Related Duties as May Be Assigned Due to Service Demands


Knowledge and Training

Education, Skills, and Experience

  • MSc in Science and Technology Policy–related fields (particularly in Natural Sciences) with at least five (5) years managerial experience in areas of Science and Technology;
    OR
  • MBA with at least five (5) years managerial experience in areas of Science and Technology;
    OR
  • MSc in Natural Sciences or Social Sciences, plus training in S&T Policy and at least three (3) years senior management experience.

Other Necessary Knowledge and Skills

  • Sound knowledge in Science and Technology policy management and analysis.
  • Demonstrated competence and leadership skills.
