RESPONSIBLE TO : PRINCIPAL SECRETARY
MAIN PURPOSE OF THE JOB
To develop and review National Development Planning legislation and framework, provide policy guidance in the development of National Plans, policies, strategies, and sectoral plans; establish and maintain National Monitoring and Evaluation System (NMES) and management information systems. Coordinate development of medium to long term Country Strategy Programmes (CSPs), integrated projects and programmes. Harmonise external development assistance procedures Mobilise external funding for development programmes. Monitor and evaluate implementation of development programmes and projects.
MAIN DUTIES
1.0 Coordinates the preparation and review of National Development
Planning guidelines and legislation
1.1 Convenes and chairs meetings for key stakeholders for their inputs in
the development and review of National Development Planning guidelines.
1.2Consolidates development planning guidelines.
1.3Reviews and updates National Development Planning legislation in line
with the Planning guidelines
2.0 Develops, reviews and harmonises long and medium term National
Development Plans (NDPs) and Strategies.
2.1Prepares action plan for the formulation of NDPs and strategies
2.2Carries out consultations with stakeholders for identification of key
development challenges and selection of priorities;
2.3Convenes and chairs stakeholders meetings for their inputs in the
development of National Development Plans and strategies.
2.4Analyses sectoral inputs into the National Development Plans and
strategies
2.5Consolidates and prepares National Development Plans and strategies
2.6Establishes synergies between the National Development plans and
strategies for consistency.
3.0 Facilitates dissemination of National Plans and Policies to all key
stakeholders at central and local levels.
3.1Identifies key end users for national plans and policies
3.2Prepares and delivers presentations to facilitate dissemination of the
plans.
3.3Prepares media articles and press releases for dissemination of plans
4.0 Provides technical guidance in the development of Sectoral Plans
4.1Participates in meetings and Provide technical support in the
preparation of Sectoral Plans for ensuring consistency with national plans and resource envelope.
5.0 Establishes effective National Monitoring and Evaluation System
(NMES) and Management Information Systems.
5.1 Prepares a NMES plan
5.2 Sets up an M&E system in accordance with the Plan
5.3 Coordinates stakeholders’ meetings for the identifications of
performance indicators and data sources.
5.4 Liaises with data sources for input into the system.
5.5 Facilitates capacity building for various data sources
5.6 Mobilises resources to support the NMES.
5.7 Coordinates the design and management of a consolidated project
database and Aid Information and Management system.
5.8 Develops an information system on GoL and Development Partners’
cooperation profiles.
6.0 Provides data to inform planning and budgeting processes.
6.1 Consolidates socio-economic reports reflecting performance of key
indicators to support evidence-based planning and budgeting.
6.2 Disseminates the report to users.
7.0 Appraises public investments projects proposals.
7.1 Develops and reviews the project development format for Project
Appraisal Committee (PAC) for their inputs and approval.
7.2 Provides continuous guidance to ministries on the use of project
development format.
7.3 Consolidates feasible projects that conform to minimum standard.
7.4 Submits projects proposals to PAC for appraisal
Convenes and chairs PAC meetings.
8.0 Monitors and evaluates implementation of development programmes and projects.
8.1 Prepares and reviews the project monitoring format.
8.2 Analyses the project progress reports in line with implementation plans
and budgets to monitor performance.
8.3 Visits projects sites to monitor project performance.
8.4 Chairs Projects Review Committees meetings for project coordination
and monitoring.
8.5 Coordinates consolidation of monthly, quarterly and annual reports on
physical and financial performance of all ongoing projects.
8.6 Monitors use of donor funds in close collaboration with the Budget
Department and the department of Private Sector Development and
Financial Affairs and ensures operational accountability
9.0 Coordinates formulation of development and integrated projects and
programmes.
9.1 Convenes stakeholders’ meetings for the development of integrated programmes and projects.
9.2 Submits proposed projects for approval.
9.3 Liaises with the involved development partners on formats, guidelines and procedures.
9.4 Provides guidance on the identification and formulation of
development projects.
10.0 Mobilises external funding for development projects and programme.
10.1 Mobilizes external financing for Government budgetary operations.
10.2 Participates in project negotiations between GoL and development
partners.
10.3 Facilitates the organizing of donor round table conferences.
11.0 Coordinates harmonization of external development assistance
procedures.
11.1 Liaises with ministries to facilitate effective donor cooperation.
11.2 Facilitates establishment of common arrangements for disbursements, monitoring, evaluation and reporting on donor interventions in the context of sector wide approach.
11.3 Advises development partners to align aid with national priorities
and to use country systems and procedures.
11.4 Coordinates diagnostic reviews that provide reliable assessments of
country systems and procedures.
11.5 Reconciles and publishes schedules of visiting missions of
development partners.
11.6 Convenes GoL and development partners’ meetings.
12.0 Coordinates development of medium to long term Country Strategy
Programmes (CSPs) between the Government and Donors.
12.1 Leads in the programming process to define the priority areas of
intervention by different donors.
12.2 Coordinates annual, mid and end of term reviews to assess
implementation progress.
13.0 Establishes feasible options to enhance performance of the division
13.1 Manages all projects within the division
13.2 Prepares proper reports for the projects and ensure that accounts and
records are well maintained.
13.3 Facilitate timely auditing of the project
13.4 Develops divisional objectives to facilitate drawing of individual
work plans.
13.5 Agrees on staff annual work plans to ensure that the plans are in line
with the objectives of the department.
13.6 Conducts quarterly appraisal of staff to determine individual
performance and training needs.
13.7 Appraises and approves departmental training plan
JOB SPECIFICATION
Education and Training
Masters in Economics/ Statistics
Experience
Four (4) years at a senior management level in the field Economics and Development Planning
OR
Bachelors’ degree in Economics/ Statistics;
Experience
Five (5) years at a senior management level in the field Economics and Development Planning
Other relevant Knowledge;
• Proven analytical skills;
• Proven experience in data analysis and management;
• Ability to evaluate development proposals
• Knowledge of Public Service Rules, Code of conduct and Regulations;
• Good Communications Skills.
• Knowledge of development planning
RESPONSIBILITIES

The task requires responsibility for supervising and directing all development planning operations including various planning units in government.

COMPLEXITY
Authority for decision making
The incumbent is responsible for coordinates the preparation and review of National Development Planning Guideline and also responsible for authorizing the changes within the planning cadre in terms of staffing.
Problem solving
The incumbent refers to relevant financial rules and regulations, constitution of Lesotho, procurement act, and public service regulations and planners manual.
Dexterity
The incumbent provide technical guidance in the development of Sectoral Plans. This task requires enormous skills, mental and visual concentration.
Contacts
Makes regular contact with the Chief Executive and Heads of Planning Units at central and district levels, , Donor Agencies, Non Government Organizations and Private Sector when carrying out day to day duties.
Mental effort
The job requires very high mental effort when establishing National Monitoring and Evaluation System and monitoring programmes by checking performance against work plans, targets and budgets.
For Effect of Errors
The task requires massive responsibility for supervising the application of security measures, where any error would result in severe adverse effects on the whole of Government
