Main Purpose of the Job
Under the general supervision of the Principal Secretary, the incumbent is responsible to develop, review and harmonize macro-economic and social policies, ministerial plans and strategies; establish and maintain Ministerial Monitoring and Evaluation System (MMES) and Management Information Systems; coordinate the development, evaluation and monitoring of projects and programmes; monitor the planning and budgeting processes as well as supervise staff.
Main Duties
1. Develops, Reviews and Harmonises Macro-Economic and Social Policies, Ministerial Plans and Strategies
• Prepares action plans for the formulation of ministerial plans and strategies.
• Carries out consultations with stakeholders for identification of key challenges and selection of priorities for the development of Ministerial Development Plans and strategies.
• Consolidates and prepares Ministerial Development Plans and strategies.
• Establishes synergies between National Development Plans and Ministerial plans and strategies for consistency.
2. Coordinates Formulation and Development of Projects and Programmes
• Convenes stakeholders’ meetings for the development of programmes and projects.
• Submits proposed projects for approval.
• Liaises with development partners on formats, guidelines and procedures.
• Provides guidance on the identification and formulation of development projects.
3. Monitors and Evaluates Implementation of Development Programmes and Projects
• Prepares and reviews project monitoring formats.
• Analyses project progress reports in line with implementation plans and budgets.
• Visits project sites.
• Chairs Multi-Sector Projects Implementation Committee meetings.
• Coordinates monthly, quarterly and annual reports on physical and financial performance.
• Monitors use of donor funds in collaboration with Budget and Finance Departments.
4. Maintains Monitoring and Evaluation and Management Information Systems
• Prepares an M&E System Plan.
• Coordinates stakeholder meetings for performance indicators and data sources.
• Liaises with data sources.
• Facilitates capacity building.
• Mobilises resources.
• Coordinates a consolidated project database and Aid Information Management System.
5. Monitors Planning and Budgeting Processes
• Consolidates socio-economic reports reflecting performance of key indicators.
• Disseminates reports to users.
6. Supervises Staff
• Holds regular meetings.
• Organises plenary meetings.
• Conducts annual performance appraisals.
• Maintains discipline and ethical conduct.
• Resolves staff conflicts.
Job Specification
Master’s Degree in Economics plus three (3) years as Chief Economic Planner
OR
Post-Graduate Diploma in Economics plus four (4) years
OR
Bachelor’s Degree in Economics plus five (5) years
NB: Higher qualifications in Policy, Project Management, Monitoring & Evaluation and sector-specific qualifications are an added advantage.
Applicants must have a First Degree in Economics.
Other Relevant Knowledge
• Proven analytical skills
• Proven experience in data analysis and management
• Ability to evaluate development proposals
• Knowledge of Public Service Rules, Codes of Conduct and Regulations
• Good communication skills
• Knowledge of development planning
