RESPONSIBLE TO: PRINCIPAL SECRETARY

MAIN PURPOSE OF THE JOB

Under the general supervision of Principal Secretary, the incumbent is responsible for Development of a performance management Framework; Facilitating Service delivery improvement; Monitoring the effectiveness of performance and service delivery interventions; Management of all departmental resources and Management of the outreach programme.

MAIN DUTIES
1. DEVELOPMENT OF PERFORMANCE MANAGEMENT FRAMEWORK
1.1 Develops a tool for assessing the effectiveness of the performance management system used in the Public Service
1.2 Advises on appropriate actions to better manage performance in the Public Service
1.3 Reviews the performance management policy to assess its effectiveness and identify areas that need review and/or improvement
1.4 Develop an appropriate performance management system and tools

2. FACILITATING SERVICE DELIVERY IMPROVEMENT
2.1 Liaises with the relevant Department in the Office of the Prime Minister to access Ministerial Performance Reports

2.2 Conducts customer satisfaction surveys to determine and/or
2.3 Identify challenges hindering effective service delivery so as to inform appropriate interventions
Conducts management audits for identified areas to improve compliance and efficiency in the implementation of Performance Management System
2.4 Engage stakeholders to initiate interventions for improvement of operational and management processes

3. MONITORING OF THE EFFECTIVENESS OF IMPROVED PERFORMANCE AND SERVICE DELIVERY INTERVENTIONS
3.1 Monitors the implementation of performance management system across MDAs for standardised application and results 3.2 Monitors the implementation of service delivery interventions 3.3 Produce reports based on the findings on 3.1 and 3.2 above

4. MANAGEMENT OF DEPARTMENTAL RESOURCES

HUMAN RESOURCES
4.1.1 Facilitates acquisition of human resources where vacancies occur or creation and filling of positions where need arises
4.1.2 Initiates development of the departmental operational plan

4.1.3 Facilitates development of individual work plans, progress reviewing and appraisal

FISCAL RESOURCES
4.2.1 Undertakes a needs assessment
4.2.2 Facilitates development of the departmental budget

4.2.3 Monitors utilization of fiscal resources and sanctions requisitions

4.3 PHYSICAL RESOURCES

Identifies resource needs

Facilitates acquisition and maintenance of physical resources Advices Administration Manager on the state of all furniture and
equipment

5. MANAGEMENT OF OUTREACH PROGRAMME
5.1 Develops Information, Education and communication materials on the Performance Management System
5.2 Inducts all senior officers on the Performance Management System
Advocates for utilisation of the Performance Management System in all Ministries, Departments and Agencies
Develops programmes in consultation with LIPAM on the Performance Management System.

JOB SPECIFICATION
Masters in Management/Business Administration/Public Administration or any relevant Social Science plus two (2) years work experience in Performance Monitoring and Evaluation/Auditing field.
OR
Degree in Management/Business Administration/Public Administration/Public Policy or any relevant Social Science plus three (3) years work experience in Performance Monitoring and Evaluation/Auditing field. Experience in Performance Management will be an added advantage
Other relevant knowledge required.
An extensive knowledge of Performance Management
Proven skills adapting and applying Performance Management Ability to establish and maintain effective and productive working relationships
Ability to analyze situations and make appropriate, creative and responsible decisions

Leadership and coordination ability

COMPETENCIES
Management service skills and techniques
Knowledge of budgeting procedures and work plans

Applications on relevant forms of G.P 104 for serving officers and GP 103 for job seekers duly accompanied by certified copies of educational certificates, transcripts, I.D., C.V’s & Council on Higher Education (CHE) certificate of verification should be hand delivered to HUMAN RESOURCES OFFICE AT THE MINISTRY OF THE PUBLIC SERVICE NOT LATER THAN 24th FEBRUARY, 2025.
