JOB SUMMARY
Under the general supervision of the Principal Secretary, Director Payroll is Responsible for the overall management of the Payroll function.
MAIN DUTIES
1. DEVELOPS PAYROLL POLICIES, LEGAL FRAMEWORKS, BUSINESS PROCESSES AND STANDARDS
1.1 Initiates examination of the operations environment to identify areas requiring review and/development.
1.2 Finalizes reviewed draft and submits for consideration and approval. Monitors adherence to set policies, legal frameworks business processes and standards.
2. LEADS PAYROLL PROCESSING
2.1 Undertakes quality checks on processing of payroll.
2.2 Compiles payroll reports for management review.
2.3 Develops schedule for updating information in the system.
2.4 Creates annual payroll schedule.
3. OVERSEES MANAGEMENT OF PAYROLL INFORMATION
3.1 Ensures maintenance and safeguarding of accurate payroll records.
3.2 Monitors trends in Ministry’s payroll.
3.3 Generates and presents reports on performance of the payroll.
4. LEADS MANAGEMENT OF PAYROLL INFORMATION SYSTEMS
4.1 Determines necessary technology advances and facilitate acquisition thereof.
4.2 Facilitates Integration with relevant systems.
4.3 Uploads data set tables (revised salary structures, tax tables and many others).
4.4 Approves modifications to the system.
5. MANAGES THIRD PARTIES
5.1 Approves Third Party applications.
5.2 Sets eligibility requirements for enrolment of Third Parties.
5.3 Enrolls Third Parties and assignment of deduction codes.
5.4 Handles grievances against Third Parties
5.6 Dis-enrolls third party institutions that do not comply with the Third Party Enrollment Policy
6. SUPERVISION AND REPORTING OF SECTIONAL ACTIVITIES
6.1 Directs development and review of departmental operational plans.
6.2 Monitors implementation of the plan and track performance.
6.3 Guides development and use of the departmental budget
6.4 Mentors and coaches’ sectional heads on an ongoing basis.
6.5 Handles grievances and discipline.
6.6 Appraises performance of staff.
JOB SPECIFICATION
Master’s Degree in Financial Information Systems or BCOM IT plus 4 years working experience in payroll processing at managerial level.
OR
Postgraduate/Honours in Financial Information Systems or BCOM IT 5 years working experience in payroll processing at managerial level.
OR
Bachelor’s Degree in or Financial Information Systems or BCOM IT plus 6 years working experience in payroll processing at managerial level.
