Responsible to: CEO-Teaching Service
Job Summary
Under the supervision of the CEO-Teaching Service, the incumbent will head the OD section and oversee: preparation of OD work-plan, operational budget, and the management of Teaching Service Establishment List.
Main Duties
1. Preparation of Budget and Work Plan
1.1. Leads sectional annual budget preparation process to ensure that it is completed according to the schedule.
1.2. Leads preparation of sectional annual plans processes to ensure that it is aligned to the TSD goals and objectives.
1.3. Facilitates annual preparation of individual work plans in line with the sectional and departmental plans and objectives.
1.4. Monitors implementation of sectional operational plans on a monthly basis in order to track progress and direct necessary remedial interventions to keep work and plans within the set time frame.
1.5. Mobilize resources and lead the implementation of programs to strengthen teacher management and welfare.
2. Management and Control of the Establishment
2.1 Advises on policy developments and reviews pertaining to establishment management in order to ensure effective and efficient control of Establishment List.
2.2. Initiates development and review of guidelines on effecting changes in the Establishment List.
2.3 Oversees monthly compilation of changes for establishment list.
2.4 Oversees annual production and distribution of the establishment list.
3. Supervision and Reporting Divisional Activities
3.1 Conducts performance reviews and performance appraisals for immediate supervisee.
3.2 Oversees staff performance reviews half yearly and performance appraisals activities annually.
3.3 Oversees and reports sectional performance.
3.4 Provide strategic leadership to staff and ensure good governance.
3.5 Promote teacher wellbeing and professional support systems in collaboration with stakeholders.
4. Facilitation of Organizational Design and Restructuring Processes
4.1 Advises management on organizational design or restructuring and strategic planning, processes and models.
4.2 Leading and coordinating policy development and review process.
4.3 Leads OD team in strategic planning and organizational restructuring processes.
4.4 Leads OD team on job profiling processes.
Job Specifications
Masters’ degree in Organizational Development/Strategic Management/Human Resources Management plus 2 years’ experience on a managerial level.
OR
Post Graduate Qualification in Organizational Development/Strategic Management/Human Resources Management plus three (3) years’ experience on a managerial level.
OR
BA Degree in Organizational Development/Strategic Management/Human Resources Management or in any other related discipline plus five (5) years’ experience on a managerial level.

The incumbent is expected to work independently and report to the CEO-TS, on a monthly basis.

The job requires above average mental effort and strategic thinking when the incumbent is planning, forecasting, budgeting and analyzing work related situations and reviewing reports.
Responsibility for Work of Others
The incumbent has responsibility for supervising OD Managers.
Responsibility for Property (Equipment, Material and Finances)
