DIRECTOR OF OPERATIONS WITH THE LHLDC FIVE (5) YEARS RENEWABLE CONTRACT

Job summary
The Director of Operations reports directly to the Managing Director. He/She is one of the two (2) deputies the other being the Director of Finance. As such the incumbent may be asked to act as the Managing Director in the absence of the latter.

The main responsibilities are:
JOB DESCRIPTION

LEADERSHIP RESPONSIBILITIES

  1. Provide strategic leadership and control resources within the Corporation and department including human, financial and others.
  2. Develop relevant and key policies in line with the corporate business operations, responsive to financial and governance frameworks.
  3. Contribute to the Corporation’s integrated reporting, leading to the production of departmental reports.

FUNCTIONAL RESPONSIBILITIES

  1. Ensure effective Strategic and Operational Planning of the Corporation
  2. Ensure, supervise and participate in preparation and periodic review of Strategic Plan and plans such as environment & social plans and communication/public outreach plans (POP)
  3. Lead the operations policy development with divisional managers and stakeholders.
  4. Ensure compliance and alignment of the Operations programmes with the National Strategic Development Plan.
  5. Overall management of the Corporation’s Real Estate portfolio.
  6. Develop and implement viable property acquisition strategies.
  7. Formulate infrastructure development strategies.
  8. Initiate regular strategic coordination meetings among the executive management of the LHLDC (CEO, DLS and DFCS)
  9. Ensure monthly and quarterly reporting on the LHLDC’s Operations Planned Programme activities (e.g. marketing plan, acquisition plan, procurement plan, work plans, risk management plans, etc)

OTHER NECESSARY SKILLS AND PERSONAL ATTRIBUTES

  • Knowledge of Accounting Packages
  • Good Communication skills
  • Has integrity and upholds highest ethical standards
  • Hardworking and ability to work under pressure
  • Good experience with computerised accounting packages
  • Excellent personal and leadership skills.

SUPERVISORY RESPONSIBILITIES

Co-governance of the Lesotho Housing and Land Development Corporation, deputizing the Chief Executive Officer. The officer directly supervises Manager – Property Management, Manager Property Acquisition and Disposition, and Manager – Infrastructure Development.

QUALIFICATIONS

To perform this job successfully, and individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required

EDUCATION and/or EXPERIENCE

Degree in Engineering plus Project Management plus Masters in Business Administration or equivalent, with at least five
(5) years of experience in project management at senior management level, ten (10) years’ experience of successful leadership and track record of achievement in the field of general management or management experience in multi-disciplinary program components.
