Job Summary

Under the supervision of the Principal Secretary, the incumbent is responsible to spearhead advanced research initiatives in modern policing strategies, provide strategic leadership in the formulation and review of police standards, policies and crime management strategies aimed at enhancing effective and efficient policing in Lesotho.


Main Duties

1. Research Initiatives

1.1 Supports Police Authority in delivering research-driven strategies that help in developing more effective crime prevention and intervention methods
1.2 Secures funding in developing strategic research initiatives that explore advanced policing techniques
1.3 Collaborates with local academic institutions, and international organisations or agencies to gather data and exchange knowledge and drive innovation on best practices in policing
1.4 Develops and executes a comprehensive research strategy focused on modern policing techniques
1.5 Presents research findings to senior management and stakeholders, providing actionable recommendations to enhance policing

2. Policy and Standards Formulation

2.1 Develops comprehensive policies that ensure consistent, accountable and ethical policing practices across Lesotho to support Police Authority
2.2 Oversees the implementation of policing standards and policies to align with best police practices to improve police accountability
2.3 Coordinates and collaborates with government agencies and community stakeholders to ensure policies are relevant, effective, inclusive and comply with national laws and international standards
2.4 Liaises with LMPS management in the development of the Strategic and Annual Policing Plans
2.5 Oversees formulation of training programs to ensure understanding and adherence to police standards
2.6 Assesses the adherence to existing policies and evaluates the impact of new policies and standards to address modern policing
2.7 Collaborates with police training academies and other stakeholders to develop relevant curricula

3. Crime Management

3.1 Supports Police Authority by formulating and developing proactive crime prevention strategies to reduce crime
3.2 Addresses key policing areas of concern and develops targeted interventions to reduce crime
3.3 Initiates training on innovative, scientific and technical methods for police to manage crime
3.4 Ensures police-community partnership sustainability to improve police service delivery to the public
3.5 Assesses and reports the impact of implemented policing strategies on community safety and crime rates to Police Authority

4. Budget Management

4.1 Manages the annual budget for the Police Directorate, ensuring alignment with strategic goals and operational needs
4.2 Monitors and controls expenditures to ensure financial resources are used efficiently and within budgetary constraints
4.3 Prepares regular financial reports and forecasts, providing insights and recommendations for budget adjustments as needed
4.4 Ensures that all sections and units within the Directorate are adequately resourced to perform their duties


Job Specification

  • Master’s Degree in Social Sciences plus at least three (3) years working experience in managerial position in matters relating to policing
    OR
  • BA Degree in Social Sciences with at least five (5) years working experience in a managerial position in matters relating to policing

  • Passing of assessment test
  • Proven experience in strategic planning
  • Strong leadership, communication, and interpersonal skills
  • Ability to work collaboratively with diverse stakeholders and communities
  • High level of integrity, professionalism, and ethical conduct
