Applications are invited From suitably qualified local candidates for the following position tenable in the Ministry of Labour and Employment:
Job Title: Director Occupational Safety and Health
Grade: J
Responsible To: Principal Secretary
Job Summary
Under the general supervision of the Principal Secretary, the Director of Occupational Safety and Health is responsible for:
- Administration, formulation, and review of OSH legislation and policies
- Capacity building
- Representing Government on matters relating to Occupational Safety and Health (OSH)
- Promoting and monitoring implementation of HIV/AIDS workplace policy
- Participating in and implementing the strategic plan
Main Duties
1. Formulate and Implement the National OSH Policy and OSH Management System
- Registration of factories, OSH practitioners, inspection authorities, and competent persons
- Facilitate social dialogue on OSH
- Spearhead strategic planning on OSH
- Promote awareness and information dissemination
- Promote safe working conditions, inspection services, and enforcement
- Conduct incident investigations and manage related data
- Formulate and review OSH legislation and policies
- Address systemic OSH issues raised by inspectors and social partners
- Manage external OSH relationships and collaborate with strategic partners
2. Capacity Building
- Assess training needs and liaise with training departments
- Organize safety training and education programs
- Provide orientation and develop materials for new staff
3. Represent Government/Directorate on OSH Matters
- Represent Government at national, regional, and international forums
- Participate in National Advisory Council and National Social System deliberations
- Serve as subject matter expert on OSH issues
4. Promote and Monitor Implementation of Workplace HIV/AIDS Policy
- Develop action plans to monitor policy implementation
- Prevent transmission and protect rights of workers living with HIV/AIDS
5. Administration and Implementation of Strategic Plan
- Recommend appropriate PPE and hazard monitoring equipment
- Direct inspections and enforce OSH laws and regulations
- Prepare and implement annual operational plans
- Study trends in occupational accidents and diseases
- Prepare annual budgets and ensure resource adequacy
- Hold regular staff meetings and conduct staff appraisals
- Administer OSH legislation, regulations, and standards
Job Specification
Education and Experience
- MSc or MPH in Occupational Safety and Health plus 7 years relevant experience
OR - Bachelor’s Degree in Engineering or Natural Sciences plus 10 years relevant experience

- Leadership and managerial skills

- Valid driver’s license
Responsibilities
- For Work of Others: Supervise 1 Manager OSH, 6 OSH Inspectors (Machinery Safety, Electrical Safety, Construction Safety, Industrial Hygiene, Ergonomics), and 1 Rehabilitation Officer
- For Property: Maintain transport and office equipment
- For Budget and Finance: Prepare annual budgets and authorize payments
- For Effect of Errors: Minimal
- For Safety of Others: Identify workplace hazards and advise accordingly
Complexity and Authority
- Decision Making: Evaluate occupational risks and advise accordingly; address staff performance, grievances, and disciplinary cases
- Problem Solving: Mediate between employers and workers; counsel aggrieved workers
- Supervision Received: Work independently and report to Principal Secretary monthly or as required

- Employers: During factory visits, surveys, investigations, and training
- Workers: During visits and training
- Employers and Workers Associations: Discuss safety and health programs
- Labour Officers: Exchange views on labour matters
- Medical Practitioners: Refer suspected industrial disease cases
- Safety & Health Practitioners: Exchange information locally, regionally, and internationally
- Senior Officials: Discuss safety and health policy matters

- Mental Effort: High – requires assessment of safety and health problems and policy formulation

- Emotional Effort: High – involves dealing with apathetic employers and desperate workers
Working Conditions
- Unfavourable Conditions: Minimal
- Hazards: Exposure to industrial hazards during visits; risk of physical attacks or threats
- Travel: Frequent travel within assigned region
