Applications are invited from suitably qualified local candidates for the following vacant position tenable at the Ministry of Energy.

JOB SUMMARY

Under the direct supervision of the Principal Secretary, the incumbent is responsible for ensuring security of energy supply in the country and increasing access to modern forms of energy. The position is also responsible for effective sector coordination, policy formulation and enforcement of compliance with legislation governing the energy sector, provision of general information on energy matters in the country, overall administration of the department, and ensuring that levies charged on petroleum products as government revenue are collected and properly accounted for.


MAIN DUTIES

1. Administrative Duties

1.1 Overall Administration of the Department

  • Supervises and coordinates all staff and activities of the Department of Energy.
  • Prepares detailed work plans and guidelines for Divisional Heads.
  • Prepares the annual budget of the Department, implements budget control measures, enhances revenue collection and controls expenditure.
  • Determines overall training needs of staff and initiates and coordinates training programmes.
  • Liaises with local and international energy sector institutions on a regular basis.
  • Leads departmental meetings and attends local and international workshops and seminars on energy matters.
  • Consults and liaises with senior Ministry staff to ensure proper coordination of development programmes.

2. Technical Duties

2.1 Security of Energy Supply and Energy Access

  • Increases access to electricity and other modern forms of energy and related services.
  • Initiates and develops new electricity generation capacity in the country.
  • Ensures equitable distribution of petroleum products nationwide.
  • Promotes and strengthens wide penetration of renewable energy products.
  • Formulates and implements policies relating to bio‑energy products.

3. Formulation of Energy Policy and Regulation of the Energy Sector

  • Reviews and updates national energy policy and plans on a regular basis.
  • Reviews and updates legislation governing electricity generation and distribution, petroleum fuels and other forms of energy including solar energy.
  • Provides overall guidance on safety and use of petroleum products and other energy forms.
  • Ensures adherence to minimum standards by energy institutions, businesses and the general public.
  • Advises the Principal Secretary on the review of levies, taxes and margins charged on petroleum and other energy products.

4. Outreach and Information Management

  • Provides overall guidance on the quality and type of energy‑related information generated by the Department and other energy institutions.
  • Promotes sustainable use of energy.
  • Represents the energy sector in local, regional and international forums.
  • Oversees energy information management and outreach programmes.
  • Generates and provides energy reports and statistics to local and external stakeholders.

5. Responsibility

5.1 Responsibility for the Work of Others

  • Directs the Department of Energy and supervises Heads of three (3) key technical divisions:
    • Renewable Energy
    • Conventional Energy
    • Energy Planning

5.2 Responsibility for Government Funds and Property

  • Responsible for collection of departmental revenue derived from the basic oil levy and motor vehicle assurance levy.
  • Ensures proper utilisation of the Department’s budget.
  • Maintains the Department’s asset register.

5.3 Other Responsibilities

  • Represents the Ministry of Energy on the Petroleum Fund Board and the Road Fund Board.
  • Leads and coordinates Steering Committee meetings for Project Implementing Units.
  • Participates in Development Partners’ meetings to track progress on supported projects.

JOB SPECIFICATION

Minimum Qualifications and Experience

Option 1
Masters Degree in Natural Sciences, Mechanical Engineering, Electrical Engineering or Renewable Energy, plus five (5) years working experience, preferably in the energy sector, of which three (3) years must be at senior management level.

OR

Option 2
Honours Degree in Natural Sciences, Mechanical Engineering, Electrical Engineering or Renewable Energy, plus Business Management with focus on Energy Planning at systems level and ten (10) years working experience, preferably in the energy sector, of which six (6) years must be at senior management level.

OR

Option 3
Bachelor’s Degree in Natural Sciences, Mechanical Engineering, Electrical Engineering or Renewable Energy, plus Business Management with focus on Energy Planning at systems level and twelve (12) years working experience, preferably in the energy sector, of which ten (10) years must be at senior management level.

  • Proven supervisory skills
