JOB SUMMARY
Under the general supervision of the Principal Secretary, the incumbent will be responsible for advising the Ministry on Smart Partnership issues, dissemination of information on this concept and participation in meetings.

MAIN DUTIES

  1. PROMOTION OF PRIVATE SECTOR LED INITIATIVES
    1.1 Advices the Prime Minister’s Office on pertinent issues on the Smart Partnership arena, in order for the Government of Lesotho to keep abreast of International trends.
    2 Develops frameworks in the formulation, implementation and review of national economic policies.
    1.3 Facilitates implementation of LSPH policies.
    1.4 Develops and reviews national plan of action for smart partnership.
  2. PROMOTION OF SMART PARTNERSHIP SOCIAL DIALOGUES

2.1 Networks the SPH with existing international, Regional and natural hubs for informational and knowledge exchange.
2.2 Organizes local, district, national and international dialogues as guided by the management and national steering committees of the SPH with a view to educate the entire nation on the Smart Partnership Concept.

2.3 Facilitates the establishment of specialized links.
2.4 Facilitates theme collection for dialogue and also implements social dialogues outcomes
2.5 Establishes and maintains national committees on Smart Partnerships.

  1. STAFF TRAINING AND MANAGEMENT
    3.1 Translates the objectives of the SPH into practical activities carried out by the staff in support of the attainment of the national vision, once articulated and popularized.
    3.2 Develops annual operational plans for the department of Smart Partnership.
    3.3 Approves work plans to ensure adherence to departmental objectives
    3.4 Identifies the training needs of Smart Partnership staff, approves training plans and in- house training programmes and ensures that staff is effectively trained to carry out the tasks required in a professional manner
    3.5 Consolidates Smart Partnership reports on monthly and quarterly basis indicating achievements and challenges.
    3.6 Provides sound leadership and management to the department.
  2. FISCAL AND PHYSICAL RESOURCES MANAGEMENT

4.1 Identify resources needs and facilitate acquisition.
4.2 Develops Annual Budget Estimates and Procurement Plan in cooperation with relevant Offices.
4.3 Allocates resources to officers.
4.4 Prepares report on Budget Performance of the department
4.5 Accounts for the usage of resources.

JOB SPECIFICATION
Master’s Degree in Economics / Business Administration / Marketing field plus three (3) years relevant experience at Managerial position.
OR
A Bachelors’ Degree in Economics I Business Administration/ Marketing field plus five (5) years’ relevant experience at Managerial position.

RESPONSIBILITY

For work of others – As Head of the Department the incumbent is responsible for monitoring work of all managers and junior staff.

For property- The incumbent is responsible for all equipment and other accountable documents.

For effect of errors-The incumbent ensures that all the staff under him adhere or comply with the Laws governing the Public Service, all applicable laws within the department and all times reminds them of the legal implications that will result due to non-compliance.

COMPLEXITY

Authority for decision making
• The incumbent shall work independently and reports to the Principal
Secretary.
• The incumbent is responsible for the determination and approval of
departmental resource requirements.
• Monitoring of approved LSPH strategic, business and ❑perational plans.
• Delegation of tasks and responsibilities to managers within the department.
• Government of Lesotho and Office of the Prime Minister delegated authority
format.

Problem solving- the incumbent shall be a fast thinker, open minded, have good listenership and conflict resolution skills to address all complaints and grievances that will be brought to his or her office. The incumbent is responsible to solve all work related problems and complaints.

Mental effort -Analytical and innovative thinker who should be able to decide fast in solving challenging cases.

Physical effort – travelling; either on horseback or on foot
Emotional effort- There are incidents of harassment from the public therefore the incumbent must be patient, good listener, tolerant in order to address issues that may be brought to his or her office.

WORKING CONDITIONS
The incumbent should be able to work under pressure in order to meet all the deadlines even if it means working awkward hours.
