JOB TITLE: DIRECTOR LDTC

RESPONSIBLE TO: PRINCIPAL SECRETARY

Job summary:
Under the supervision of the chief education officer – curriculum and assessment, the incumbent will facilitate formulation of ODL policies, strategic plans, budget and work systems, coordinate implementation of educational act, public services rules and regulations, and ODL policy, contribute to the review of ODL and education policies, supervise staff, monitor performance of LDTC activities, advise on ODL matters and report.

MAIN DUTIES:

  1. FACILITATES FORMULATION OF ODL POLICIES, STRATEGIC PLANS, BUDGET AND WORK SYSTEMS TO ENSURE UNIFORMITY AND GUIDE IMPLEMENTATION OF LDTC ACTIVITIES
    a) To set departmental objectives according to the ministerial priority areas
    b) To instruct examination of existing situation to identify areas requiring a review or development
    c) To analyze obtained draft and adjust ODL policy, strategies and systems
    d) To undertake consultations with relevant stakeholders to discuss and agree on proposed changes
    e) To write directives for formulation of actions plans
    f) To finalize reviewed drafts and submit for consideration and approval
    g) To coordinate compilation of overall budget of LDTC
    h) To approve and monitor budget disbursement
  2. COORDINATES IMPLEMENTATION OF EDUCATION ACT, PUBLIC SERVICE RULES AND REGULATIONS AND ODL POLICY, FACILITATE ACHIEVEMENT OF OBJECTIVES TO LDTC
    a) To share information with all heads of divisions regarding ODL policy developments/reviews
    b) To establish feasible options for implementation of ODL policy, rules and regulations
    c) To conduct continuous meetings and provide feedback to solve problems and monitor implementation of ODL policy
    d) To oversee adherence of staff to provisions of education act and public service rules and regulations
  3. CONTRIBUTES TO THE REVIEW OF ODL AND EDUCATIONAL POLICIES
    a) To attend policy review meetings
    b) To attend local, regional and international conferences, seminars and workshops on ODL issues
    c) To engage consultants for technical assistance
    d) To recommend policy changes to chief education officer
    e) To communicate approved policy changes to the deputy directors for implementation
  4. SUPERVISION OF STAFF TO ENHANCE LDTC PERFORMANCE
    a) To coordinate activities of professional and administrative staff
    b) To ascertain that individual work plans are prepared
    c) To appraise deputy directors
    d) Chairs disciplinary cases on heads of sections
  5. MONITORING LDTC ACTIVITIES TO ENHANCE QUALITY ASSURANCE AND COST-EFFECTIVENESS
    a) To design monitoring strategies to appraise performance
    b) To conduct progress review meetings
    c) To produce monitoring reports
    d) To make decisions based on reports recommendations
  6. ADVISING THE CHIEF EDUCATION OFFICER ON ALL ISSUES RELATING TO ODL
    a) To recommend any new major policy changes to be affected
    b) To propose strategies for the implementation of best ODL practices
    c) To provide guidance and information on all ODL related matters
  7. FACILITATES COMMUNICATION
    a) To direct development of a communication and information network internally and externally
    b) To maintain contact with other ODL institutions to share ideas
    c) To prepare briefs, memoranda and write letters/reports pertaining to ODL matters on behalf of the principal secretary
    d) To advocate for educational enhancement through ODL
  8. REPORT ON LDTC ACTIVITIES FOR INFORMATION SHARING AND APPROPRIATE ACTION
    a) To produce and present performance and financial reports to the chief education officer and other relevant stakeholders
    b) To share relevant information with LDTC staff

JOB SPECIFICATIONS:
Master’s degree in Education Management/Open and Distance Learning/Non Formal Education at post-secondary institution plus 3 years’ experience at managerial level
OR
Bachelor’s degree in Education Management/Open and Distance Learning/Non Formal Education at post-secondary institution plus 3 years’ experience at managerial level
