EXTERNAL CIRCULAR NO. 3 OF 2025
Applications are invited from suitably qualified local candidates for the following vacant positions tenable at the Ministry of Law and Justice.

MINISTRY: LAW AND JUSTICE
JOB TITLE : DIRECTOR LAW REVISION
GRADE : J
RESPONSIBLE TO : LAW REFORM COUNSEL

JOB SUMMARY
To provide Strategic Leadership and Guidance in Reviewing of Laws of Lesotho, Updating and Modernizing the Statute Book, and Ensuring more effective methods for the administration of Law.

MAIN DUTIES
1. TO INITIATE DEVELOPMENT OF THE INDICES OF LAWS
1.1 Instructs collection of Laws emanating from the Parliament and International agreements /treaties.
1.2 Analyses information obtained for purposes of updating the inventory of Laws.
1.3 Coordinates the continuous update of the Indices.
1.4 Oversees the publication of the various Indices.

1. TO FACILITATE RESEARCH TO MAKE RECOMMENDATIONS FOR THE REPEAL OF OBSOLETE LAWS BY THE PARLIAMENT
1.1 Coordinate perusal of the statute book to identify obsolete and archaic laws.
1.2 Coordinates research to determine the need for repeal of obsolete laws
1.3 Undertakes consultations with relevant stakeholders to discuss and agree on proposed changes in the law
1.4 Coordinates stakeholder meetings.
1.5 Finalizes recommendations for the repeal of laws and submits reports for consideration and approval

2. TO FACILITATE RECOMMENDATIONS FOR CONSOLIDATION AND REVISION OF LAWS
2.1 Peruse the statute book and identify the need for consolidation or revision of laws.

2.2 Analyze existing laws to define the need for consolidation or revision of laws.
2.3 Coordinates consultations with relevant stakeholders
2.4 Submits reports for consideration and approval.

3. FORMULATE GUIDELINES ON LEGAL DOCUMENTS IN VARIOUS LEGAL FIELDS.
3.1 Identify and refine the subject area Conduct Research on different Laws and Polices guiding various sector

3.2 Undertakes Consultations with relevant stakeholders.

3.3 Coordinate Analysis and Validation of collected data
3.4 Development of guidelines which are translated into recommendations
3.5 Submission of guidelines/recommendations for approval and publication.

4. TO OVERSEE MANAGEMENT OF THE LAW REVISION DISIVION.
4.1 Directs identification of divisional requirements based on sectional plans.
4.2 Assesses Division requirements and justifies needs against allocated budget.
4.3 Appraises subordinate staff in the division.
4.4 Attends meetings, to represent the division
4.5 Ensures timely publication of reports of the Law Revision Division.

JOB SPECIFICATION:
Master of Laws (LLM) Plus 5 years Legal Research in the law-making processes and 3 being at managerial level
OR
Bachelor of Laws (LLB) Plus 7 years Legal Research in the law-making processes and 4 being at managerial level

Other necessary skills/competencies
1. Passing of an Assessment test.
2. Managerial experience
3. Knowledge of Rules and Regulations governing the civil service.
4. Advanced Computer literacy
5. Leadership skills
6. Action orientation
7. Communication
