Job Summary
Under the general supervision of the Principal Secretary, the Director – Labour Market Information (LMI) is responsible for providing strategic direction for statistical activities, overseeing the collection, analysis, publication and dissemination of labour market statistics to support policy and decision-making.
The incumbent is also responsible for leading staff and teams, developing statistical standards and methodologies, building partnerships, ensuring data quality and compliance, and managing departmental budgets.
Main Duties
1. Strategic Leadership and Planning
- Develop and implement the Ministry’s Labour Market Information strategy and priorities.
- Identify emerging labour market issues and guide long-term forecasting and modelling initiatives.
- Ensure alignment of LMI products with ministerial goals, policy priorities and stakeholder needs.
2. Research and Data Management
- Oversee the design, collection and analysis of labour market special studies, administrative registers and labour force surveys.
- Ensure data integrity, standardisation and methodological quality across all LMI products.
- Lead the integration of administrative data, survey data and external datasets to enhance LMI capabilities.
- Implement best practices in data governance, metadata documentation and LMI analysis.
3. Data Analysis and Reporting
- Interpret complex labour market trends and translate findings into accessible reports, dashboards and briefings.
- Provide expert advice on workforce supply and demand dynamics and skills shortages.
- Disseminate labour market information to stakeholders to enable them to make informed decisions.
4. Stakeholder Engagement
- Build and maintain relationships with other ministries, employers, trade unions, training institutions and research organisations.
- Represent the Ministry at committees, advisory groups and consultations.
- Collaborate with partners on joint labour market projects, data sharing agreements and policy initiatives.
5. Team Leadership
- Oversee work planning, performance management and professional development.
- Foster a culture of analytical excellence, innovation and continuous improvement.
6. Operational and Financial Management
- Prepare and manage the LMI unit’s budget, project plans and resource allocations.
- Oversee procurement of data tools, software and external research services.
- Ensure compliance with privacy, confidentiality and data security requirements.
Qualifications and Experience
- Master’s Degree in Statistics with at least 8 years’ working experience in labour market statistics; OR
- Bachelor’s Degree in Statistics with at least 10 years’ working experience in labour market statistics.
Other Necessary Knowledge
- Proficiency with data analysis tools including SPSS, STATA, SQL and visualisation platforms.
- Knowledge of International Conference for Labour Statisticians (ICLS) Resolutions, including the 19th, 20th and 21st ICLS.
