JOB SUMMARY

Under the general supervision of Director Clinical Services, the Director is responsible for formulation, development and implementation of a comprehensive National Health Laboratory Policy, Strategic and Operational Plan, establishment and management of National Laboratory Network, provision and monitoring of laboratory services nationally, monitoring adherence to safety guidelines within the laboratory services. establishment and management of a rational procurement process/procedures for procurement of laboratory supplies nationally, strengthening and promotion of harmonized research and utilization of data for disease trends nationally regionally and internationally, collaboration with stakeholders, professional bodies nationally regionally and internationally, advocate for resource mobilization, design, construction and maintenance of laboratories according to internal standards.

MAIN DUTIES

  1. FORMULATION, DEVELOPMENT, AND IMPLEMENTATION OF A COMPREHENSIVE NATIONAL HEALTH LABORATORY HEALTH LABORATORY POLICY, STRATEGIC PLAN AND OPERATIONAL PLAN
  2. Consult with stakeholders
  3. Compile information
  4. Draft and disseminate policy and strategic plan
  5. Draft and implement operational plan
  • ESTABLISHMENT AND MANAGEMENT OF NATIONAL LABORATORY NETWORK
  • Design and develop efficient referral network system nationally and internationally
  • Develop efficient data management systems
  • PROVISION AND MONITORING OF LABORATORY SERVICES NATIONALLY
  • Equip laboratories according to national equipment standards
  • Standardise list of laboratory reagents and supplies.
  • Allocate pooled resources in a timely and adequate manner to all levels
  • Develop and disseminate laboratory HR based on the workload of each laboratory
  • MONITORING ADHERENCE TO SAFETY GUIDELINES WITHIN THE LABORATORY SERVICES
  • Develop, disseminate and implement safety guidelines and safety manual
  • Establish and monitor Bio-safety committee
  • ESTABLISHMENT AND MANAGEMENT OF A RATIONAL PROCUREMENT PROCESS/PROCEDURES FOR PROCUREMENT OF SUPPLIES NATIONALLY LABORATORY
  • Establish national medical laboratory equipment and reagents selection committee
  • Sign equipment service contracts with manufacturers
  • Implement inventory management system at all laboratory levels
  • Conduct annual national quantification of laboratory supply requirement update
  • STRENGTHENING AND PROMOTION OF HARMONISED RESEARCH AND UTILIZATION OF DATA FOR DISEASE TRENDS NATIONALLY
  • Strengthen comprehensive surveillance, disaster preparedness and disease outbreak response system in collaboration with Partners.
  • Strengthen capacity for Public Health laboratory research and collaboration
  • COLLABORATION WITH STAKEHOLDERS, PROFESSIONAL BODIES NATIONALLY, REGIONALLY, AND INTERNATIONALLY
  • Develop strategic partnership with regional and international institutions, organisations and partners with laboratory experience
  • ADVOCATE FOR RESOURCE MOBILIZATION
  • Mobilize resources for staffing requirements identified in HR plan
  • Develop budget plan and mobilise potential resources to support laboratory services at all levels.
  • ADVOCATE FOR DESIGN, CONSTRUCTION AND MAINTENANCE OF LABORATORIES ACCORDING TO INTERNAL STANDARDS
  • Mobilise resources for upgrading and construction of laboratories

JOB SPECIFICATION

Ms in Biomedical Sciences plus four (4) years’ experience in Medical Laboratory

OR

Degree in Biomedical Sciences/Higher National Diploma in Medical Laboratory Sciences plus eight (8) years relevant experience in managerial position.

RESPONSIBILITY

FOR WORK OF OTHERS: The incumbent manages all laboratory personnel throughout Lesotho.

FOR PROPERTY: The incumbent is responsible for ensuring that the equipment is used properly and is well maintained.

FOR EFFECT OF ERRORS: The incumbent is responsible for ensuring that errors which could result in the provision of unreliable services leading to faulty and costly treatment are prevented

FOR THE SAFETY OF OTHERS: The incumbent must ensure that safety precautions are being followed in the handling and disposal of specimens and chemicals are appropriately placed.

COMPLEXITY

AUTHORITY FOR DECISION-MAKING: The incumbent has authority to recommend for closure of consistently non-conforming laboratories.

PROBLEM SOLVING: The incumbent is expected to solve work related problems relevant to smooth running of laboratory services – both government and the CHAL institutions.

SUPERVISION RECEIVED: The incumbent works under the supervision of Director Clinical Services.

DEXTERITY: The job requires the use of computers, and this requires coordination of both eyes and hands
