The Office of the Auditor-General (OAG) is an independent and autonomous body and is the Supreme Audit Institution in Lesotho. OAG is responsible for auditing government revenue and spending and overseeing public funds’ management, quality, and credibility of the government’s reported financial data. OAG invites applications from suitably qualified local candidates for the following positions:

CORE DESCRIPTION

The ICT Director is required to plan, direct, coordinate, and lead the development, operations, and maintenance of the ICT resources and infrastructure of OAG. Develop ICT policies and ICT strategic plan, leading and directing the ICT directorate, designing, and executing the change management and stakeholder engagement, necessary to support ICT-driven organisational change and ensure that all responsibilities entrusted to the directorate are carried out.

JOB RESPONSIBILITIES

a) Develop the overarching ICT strategy and policy.

b) Develop the OAG’s strategic and business plans, particularly, in relation to information technology and communications systems, in support of the OAG’s mission and core objectives.

c) Develop the OAG’s security policy, standards, and procedures, and monitors their application and compliance.

d) Ensure information and technology optimization, in alignment with OAG risk management policies.

e) Analyse the OAG’s demand for ICT services and facilitate contracts with external providers for services and products which cannot be provided and internally and monitor service delivery to ensure that agreed targets and standards are met.

f) Provide direction and guidance with respect to the ICT strategies to maintain the confidentiality, integrity, and availability of the OAG’s information systems and when necessary, ensure the restoration of such information systems.

g) Develop budgets, and ensures that all financial targets are met for the ICT operations of the OAG.

h) Work collaboratively with OAG directorates to ensure integrated service provision.

i) Provide expertise in information technology and communications to ensure that OAG staff has the best possible information for effective decision-making and accessing data.

j) Develop and introduce processes, procedures, and systems, to ensure the cyber security and confidentiality of OAG data and to provide protection against internal and external threats.

k) Provide high-quality service and advice that is proactive, solution-focused, and responsive to customer needs.

l) Manage the available workforce and ICT resources to ensure that the planning, development and delivery of specified ICT services achieve agreed levels of service and data integrity.

m) Develop and implement a comprehensive and effective help desk service to provide technical support to systems users.

n) Make recommendations for the directorate’s staffing to ensure that there are adequate skilled people to meet the planned and defined ICT service delivery

o) Keep abreast of new methods and trends in ICT technology and products in order to advance and improve the OAG’s ICT capability.

JOB REQUIREMENTS

• MSc. Information & Communications Technology, Computer Science, Information Technology or Technology Management

• 6 years’ experience in ICT management and at least 3 years in a managerial role.
