DIRECTOR HUMAN RESOURCE

The National University of Lesotho (NUL) invites applications from suitably qualified candidates to fill the position of Director Human Resource.

Director Human Resource reports directly to the Vice-Chancellor and is responsible for all staff within the University on both human resource and strategic human resource development perspectives. The Director Human Resource is specifically responsible for human resource planning, recruitment and selection, learning and development, performance management, compensation and benefits and all employee relations issues.

1.      KEY PERFORMANCE AREAS

  1. Leads and manages the Human Resource department through coordinated annual plans and reports to track strategic goal accomplishments.
  1. Leads the development, review and implementation of human resources policies and procedures in compliance with national labour laws.
  1. Develops and monitors the Human Resource budget, and ensures accurate and timely payroll processing.
  1. Leads and supervises the entire recruitment and selection process of the University.
  1. Develops and implements policies on staff development and succession planning.
  1. Coordinates the assessment of training needs, identifies, designs and executes training programmes for staff at all levels of the University.
  1. Develops and implements a performance management system for the University.
  1. Develops and implements employee welfare policies and programmes.
  1. Ensures compliance with labour laws, regulations and adherence to reporting requirements.
  1. Represents the University as requested and performs any other duties as assigned.

2.      MINIMUM REQUIREMENTS

  • A Master’s degree in either Human Resource Management, Industrial Psychology or other human resource related fields.
  • Ten (10) years continuous work experience in Human Resource Management.
  • A minimum of five (5) years work experience at a managerial level.
  • Must have experience in planning and executing capability building programmes in human resource and related issues.
  • Competence in Information technology (ICT) and data analytics

3.      ADDED ADVANTAGE

3.1     Demonstrable experience in managing human resources in a tertiary        institution is desirable.

3.2     Postgraduate qualifications in Labour Law and Project Management is     desirable.

4.      KEY SKILS AND ATTRIBUTES

  • Demonstrable understanding of all areas of Human Resource Management.
  • An appreciation of the Labour Laws of Lesotho, and other laws that impact the University policies and operations on human resources.
  • Ability to develop and implement human resource policies that are linked to the institutional strategic plan.
  • Exceptional negotiating, communication and interpersonal skills and ability to pay attention to details.
  • Ability to work on several projects simultaneously.
  • Ability to function effectively and collegially as a member of senior management.
  • Strong ethical commitment and ability to maintain confidentiality.
  • Ability to use appropriate technology to accomplish all tasks.

5       REMUNRATION

The University offers salaries and other benefits commensurate with qualifications and experience.

6.      EMPLOYMENT TYPE

Fixed Term Contract for a period of three (3) years.
