TERMS OF APPOINTMENT: THREE (3) YEARS CONTRACT

JOB SUMMARY
Under the general supervision of the Principal Secretary, the Director-General of the Lesotho National Broadcasting Service, provides strategic direction for the department, Formulates and implements project, manages international broadcasting affairs, Departmental budget and staff.

MAIN DUTIES

1.0 PROVISION OF STRATEGIC DIRECTION

1.1 Formulates and reviews business and operational strategies
1.2 Initiates development and reviews Lesotho National Broadcasting Service Policies, operational procedures and standards
1.3 Facilitates implementation of Government policies and requirements

2.0 FORMULATION AND IMPLEMENTATION OF PROJECTS
2.1 Proposes new projects
2.2 Supervises the implementation of the projects

3.0 MANAGEMENT OF INTERNATIONAL BROADCASTING AFFAIRS

3.1 Initiates and maintains international strategic alliances
3.2 Implements decisions reached in international for a Investigates setting and review of broadcasting services and products rates

4.0 LEADERSHIP AND STRATEGIC DIRECTION

4.1 Develop and encourage a shared vision for the future direction, goals and priorities of the LNBS, aligned to the Ministry mission and vision in the context of the Broadcasting
4.2 Prepare strategic and operational plans to achieve its strategic direction and goals
4.3 Prepare and annual report
4.4 Maintain and enhance the Broadcasting reputation of LNBS
4.5 Implement quality assurance and improvement procedures to enhance all aspects of broadcasting including both permanent and contractual staff experience

5.0 MANAGEMENT OF DEPARTMENTAL BUDGET

5.1 Prepares and submits capital and recurrent budget to the Ministry
5.2 Approves divisional workplans
5.3 Authorizes and monitors expenditures

5.4 Prepares project proposals to seek funding

6.0 MANAGEMENT AND SUPERVISION OF STAFF

6.1 Develops Human Resources plans and plan strategy
6.2 Recommends appointments, transfers, promotions, training, and development of staff
6.3 Guides Director of Radio, Director of Television, Director of Library and Chief Engineer

COMPETENCE
KNOWLEDGE AND SKILLS EDUCATION AND TRAINING

Master’s Degree in Journalism or Media management with at least five (5) years’ experience in the senior management.

Media studies or Journalism will be an added advantage

OR
Post Graduate qualification in Journalism or Media management with at least eight (8) years’ experience in the senior management.

Media studies or Journalism will be an added advantage

OR

Degree in Journalism or Media management with at least twelve (12) years’ experience in the senior management.

Media studies or Journalism will be an added advantage

RESPONSIBILITY:
RESPONSIBILITY FOR THE WORK OF OTHERS:
The incumbent supervises the department of LNBS in general as well as the Chief Engineer in particular.

FOR PROPERTY (equipment, material and finances)
The position places responsibility to ensure procedures on security and safety of all technical equipment and infrastructure of the department and stores

RESPONSIBILITY FOR SAFETY OF OTHERS:
The job places on the incumbent the responsibility to ensure that the proper safety and operational procedures are followed to ensure safety of staff working under her/him.

COMPLEXITY:
DECISION-MAKING:
• Allocating and reassigning duties to the Chief Engineer and other staff of LNBS

• Temporarily cutting of services for technical reasons
• Approving/authorizing purchases of equipment
• Controlling transport within the department

PROBLEM SOLVING:

• The incumbent regularly solves problems that are directly related to radio studios, television studio, and transmission and attends procurement and suppliers problems
• The incumbent may occasionally clarify instructions given to the Chief Engineer and other staff

SUPERVISION RECEIVED:
The incumbent to work independently with minimum supervision of the Principal secretary and reports the activities of his/her department directly to the Principal Secretary

DEXTERITY:
This very complex and technical job requires mental and visual coordination abilities

CONTACTS:
The job requires the incumbent to make contacts with
• Principal Secretary during briefing sessions, reporting meetings, and when seeking advice, guidance and authority
• Chief Engineer and other Directors on a weekly basis in the execution of duties

• Other departments and Sections for coordination of LNBS activities and exchange of information
• Other utility organizations to discuss issues of mutual interest
• At times with the public to explore and disseminate information regarding issues within her/his ambit

MENTAL EFFORT:
The job requires high mental effort and technical competence

PHYSICAL EFFORT:
The job requires the incumbent to exert no physical effort

EMOTIONAL EFFORT:
• The incumbent may find herself/himself working under immense pressure during any emergency shutdowns

• The incumbent will always be under pressure during planting of large scale projects

WORKING CONDITIONS:
UNFAVOURABLE:
The incumbent works normal office environment but under pressure when circumstances demand to do so.

HAZARDS:
The job can generally be classified as hazard free, except on rare occasions when there is any form of instability with the government
