JOB SUMMARY
To set strategic direction for the department, manage international postal affairs, develop and manage systems and standards for security and quality of service, develops and extends postal infrastructure, Develops and markets new products, manages departmental budget and staff.
MAIN DUTIES
1.0 SET STRATEGIC DIRECTION
1.1 Formulates and reviews business and operational strategies
1.2 Facilitates implementation of government policies and requirements
1.3 Formulates human resources development strategies
2.0 MANAGES INTERNATIONAL POSTAL AFFAIRS
2.1 Initiates and maintained international strategic strategies
2.2 Implements decisions reached in international forums like Postal strategy after every Universal Postal Union Congress
3.0 DEVELOP AND MANAGE SYSTEMS AND STANDARDS FOR SECURITY AND QUALITY OF SERVICES SYSTEMS
3.1 Spearheads development of quality of service and security improvement projects
3.2 Facilitates adherence to international standards
4.0 DEVELOPS AND EXTENDS POSTAL INFRASTRUCTURE
4.1 Develops and widens postal network to meet Universal Service obligation
4.2 Utilize postal infrastructure
5.0 DEVELOPS AND MARKETS NEW PRODUCT
5.1 Supervises formulation of marketing strategies for postal services and products
5.2 Monitors development and implementation of a market research strategies
5.3 Initiates development of products to meet changing market needs
6.0 MANAGES DEPARTMENTAL BUDGET
6.1 Prepares and submits capital and recurrent budget to the ministry
6.2 Authorizes and monitors department’s expenditure
6.3 Prepares project proposals to seek funding
7.0 MANAGES AND SUPERVISE STAFF
7.1 Approves divisional operational plans
7.2 Evaluates performance of staff
7.3 Develops human resources plans and strategies
7.4 Recommends appointments, transfers, promotions, training and development of staff.
JOB SPECIFICATION
Master’s Degree in Business Administration plus Five (5) years’ experience at the level of Director
OR
Post Graduate Degree in Business Administration plus seven (7) years’ experience at the level of Director
OR
Degree Business Administration plus ten (10) years’ experience at the level of Director
