POSITION

Director General (DG) – Roads Directorate


Scope of Responsibility

The Director General is answerable to the Board of Directors. The DG is the technical, financial, and managerial head of the Roads Directorate and serves as the principal advisor to Government on road infrastructure projects.

The DG’s key performance areas include:

  • Determining and formulating policies for the roads sub‑sector
  • Strategic planning, directing, and coordinating execution of the Directorate’s operations in line with Performance Agreements signed with the Board
  • Reviewing operations and results of the Directorate and reporting to relevant authorities
  • Representing the Directorate in dealings with external bodies and stakeholders
  • Directing the achievement of policies through subordinates
  • Ensuring effective resource acquisition and utilisation

The DG is responsible for reviewing and implementing the Roads Directorate Act, regulations, policies, and other statutory documents, and must ensure that:

  • The functions of the Directorate (Section 4(1)) and
  • The functions of the Director‑General (Section 11(1)) of the Roads Directorate Act, 2010

are implemented effectively and efficiently.


1. Strategy and Leadership

  • Preparation and submission of Corporate Plans, Strategic Plans, Business Plans, and associated budgets
  • Ensuring effective and efficient implementation of Directorate policies, programmes, and decisions
  • Ensuring risk management strategies are in place and adhered to in order to minimise exposure
  • Driving transformation processes at all levels

2. Technical Issues

  • Entering into procurement contracts with contractors and consultants
  • Contributing to the development and formulation of policy for the roads sub‑sector and ensuring effective implementation of change
  • Ensuring that the Directorate delivers services to the public efficiently and professionally
  • Making recommendations to the Minister in accordance with the provisions of the Act

3. Performance Management

  • Ensuring each division has an annual operational plan aligned with the Roads Directorate strategic plan
  • Ensuring periodic review and implementation of Performance Management System (PMS) policies and guidelines
  • Organising and managing assets and resources allocated to the Directorate effectively and efficiently
  • Providing the highest standard of service to the public, Government, and associated bodies

4. Financial Management

  • Exercising control and enforcing compliance with rules governing fund disbursement, custody of stores, and submission of accounts
  • Ensuring annual budget estimates are developed, reviewed, and submitted to relevant stakeholders
  • Overseeing and monitoring overall financial performance and ensuring effective use of allocated funds
  • Developing strategies to ensure financial sustainability of the Directorate
  • Ensuring revenues from operations are fully recovered and deposited in line with Directorate policies
  • Spearheading diverse funding strategies for the Roads Directorate

5. Human Resource Management

  • Ensuring roles and functions of all functional groups are clearly defined and understood
  • Establishing programmes for effective strategy implementation
  • Promoting staff development through appropriate training and viable development plans
  • Ensuring effective personnel management, organisation, discipline, and control in line with Directorate policies

6. Stakeholder Engagement

  • Providing the Ministry of Public Works and Transport with relevant information and undertaking consultations where necessary
  • Ensuring coordination between the Directorate and the Ministry in accordance with the law
  • Liaising with other Ministries, the Road Fund, and funding agencies on financial and administrative matters
  • Preparing annual performance reports, including audited Financial Statements
  • Engaging with Development Partners and international organisations
  • Consulting stakeholders on matters of mutual interest and promoting public confidence
  • Maintaining strong community and public relations to ensure high service standards

Qualifications and Experience

  • Degree in Civil Engineering, Transportation, Construction Management, or another Built Environment profession
  • Minimum of 15 years’ experience in the construction industry
  • At least 10 years at executive or senior management level
  • Postgraduate qualification in Project Management will be an added advantage
